config: tracker.project 19 (Mosaic Stack) for the stack project (Q61a, decision 86)

Project 32 was deleted; the bus refused at startup with tracker-project. #19's kanban got the five buckets in agents/sage/work/vikunja-setup/ 2026-10-11_install-19.json. Co-Authored-By: Claude Opus 5.5 <[email protected]>
