docs: Dewey's CHAT-03 I1 build and round-1 rework log entries

BUILD-LOG phases for the I1 build and the round-1 rework, and Dewey's
SESSIONS line. The candidate itself stays uncommitted until both
reviewers approve round 2.

## 2026-10-04: CHAT-03 I1 build in review (#1507, row 5, Dewey)
Sage assigned the build under lead decision 36: the pinned brief
`agents/dewey/work/chat-03/BRIEF.md` (1ef15ac0) plus lead decisions 30–34.
Dewey resumed after the 09-27 usage-limit stall and finished increment I1
in `packages/conversation`: controller, claim store, live-session guard,
engine link and seal, turn tracker, cohort force stop and recovery, client
library, transcript and mediated terminal, with the fake engine and six
test files. Nothing is committed.
Before: package tests were the reader's only. After: conversation 141/141,
control-board 124/124, webui 14/14, seat 19/19; the chat-00, chat-01 and
chat-01c checks pass; config 24, task 90, foundation 44, conductor 17,
release 14, auth 15, discord 64, extension-package 18, queue 29 (node
148/148). One run each, output kept.
Mutation pass in scratch copies: the first pass left seven of 41 mutants
alive (1, 3, 8, 12, 14, 16, 19). Each now has a killing test, and all 41
fail at least one test. The first mutant 14 was equivalent: the line it
removed was unreachable. `guard.check` now tests the real path in one
place.
Defects fixed in the build, all found by its own tests: a refused
contender unlinked the live socket; `recover` over the wire threw
`internal`; the binding push was skipped on a state-only change; receipts
stayed live across a new incarnation; the `unknown` push's `type`
overwrote the envelope's; the transcript didn't read on attach; the new
control-layer refusal codes broke control-board's REFUSAL_STATUS test,
fixed with a `ControlRefusal` subclass and control-board left untouched.
Findings against pinned Pi 0.85.1, reported and not built around: the
startup `thinking_level_change` append makes K8 fail closed on sessions
without one, and `/llama` stays listed under the seal.

## 2026-10-04: CHAT-03 I1 round-1 rework, round 2 in review (#1507, row 5, Dewey)
Darkwing (comment 26681) and Filbert (comment 26683) asked for changes in
round 1. Fixed: the seal is an allow-list (only `--model`, `--provider`
and `--thinking`, once each, after the fixed prefix; a non-default engine
command is documented as a test hook). The session key is Pi's header ID,
and a header change refuses `target`. Enter takes the composer at the key.
A lone trailing ESC carries to the next chunk. One force-stop escalation
runs at a time; a second refuses `fenced`. Decision 34 has a test. K12
checks `cgroup.freeze` and the fork loop's post-TERM pids. K15 covers a
missing engine cgroup. Filbert's n1, n2, n3, n8, n13, n19 and n20 are in
the tree or README; the rest are recorded as limits or follow-ups in the
packet.
Before: conversation 141/141, 41 mutants all killed. After: conversation
152/152 (run twice, the second after a one-character test-title fix); the
other suites the same as round 1, one run each. 61 mutants: 60 killed.
Mutant 31 survived the pass because the n1 fix hid it from N14; a new N14
test kills it (whole package, 151/152). r2-B5b, a freeze written but not
waited on, still survives: the kernel freezes within microseconds. A
`cpu.max`-throttled fixture stalled the freeze in only 5 of 7 runs, so it
stayed out. Recorded as a follow-up. Correction to round 1's packet: the
startup append happens on any session with no messages, not only one
without a thinking entry.
