bus: the broker limits who the assistant sends to and hears from (row 120, #1614)

Roles may declare messaging.sendTo and messaging.receiveFrom. The broker
checks them in message.send, review.request and review.verdict before
anything is recorded; a refusal rolls back and logs action.refused.
A role without the field is unchanged. roles/assistant.json declares both.

Candidate ae7515b97bb92fdde63e9d2e6fd8473700d3e0c12d9e70fff67e06129fbac1a9,
Researcher packet f758a8e92, Filbert round 2 approve (comment 28548).
Landing gate at df5b48cae: 23 suites green. The decision-close DECISION
insert stays a follow-up, #1627.
