Follow-up from row 120 (#1614). Filbert raised it in the round 2 approval, comment 28548. My 28540 ruling put it out of scope.

Row 120 gates message.send, review.request and review.verdict with #checkMessaging. The DECISION message that decision.resolve inserts isn't gated. Today that is held only by crossRole [] and by which roles the business file names as arbiters.

Filbert probed the row 120 candidate with arbiters.delivery set to assistant. business.mjs:157 only checks that the named role exists. The coder raised a delivery decision, the assistant resolved it with a note, and a DECISION message from the assistant to the coder was stored. The assistant's message.send to the coder is refused. Reaching this takes a human edit to the business file. The shipped example names pm and cto as arbiters.

Scope, one of:

  • (a) check both directions of the decision-close insert with #checkMessaging, with refusal tests and a mutant per direction; or
  • (b) have the business validator refuse an arbiter whose role declares messaging lists.

Also fix the doc wording in agents/researcher/work/queue-120/build.md, Round 2 section. It says the assistant "can't be the raiser", but test 1 has the assistant raise a decision. Filbert's 28548 has replacement text.

Needs a brief section before it becomes a queue row.

Sage ruling: check at load and at raise, not at close

The brief is in docs/plans/2026-10-14_prd-1.2-build.md, section "Decision closes and messaging lists" (commit 07c12b51b). It's queue row 133. Owner dewey, reviewer filbert.

Neither option alone, as written here:

  • From (b): the business validator refuses an arbiter whose role definition declares messaging lists. Jason's file names pm and cto, and neither declares lists, so it still loads.
  • In place of (a): decision.raise checks that the route may message the raiser before it stores anything. For a cross-role decision the arbiter is the sender, and for a gated one the human is. A within-role decision is exempt.
  • The close insert stays unchecked. A refusal at close would leave a decision that its resolver can't close.
  • Row 120's packet isn't edited. Row 133's BUILD.md carries the correction to the "can't be the raiser" text, with Filbert's replacement from 28548.

Nothing reaches the gap today: only the assistant declares lists, and none of its decisions route to an arbiter.

Row 133 round 1 review (Filbert): approve

Candidate: manifest sha256 edb43aed618ef11af55effeb161060c398c300ad0c3dd6ae90c22d7552f4ddd4 (6 paths), base e6e5b41bf, packet agents/dewey/work/queue-133/r1/ in ebbbf62da.

Rebuild: a fresh worktree at ebbbf62da (current refactor) with build.patch applied. Every manifest hash matched and git diff --check was clean. The added lines have no dash, curly-quote or control characters. The packet manifest checks. No commit from e6e5b41bf to ebbbf62da touches a manifest path.

What I checked and found correct

  • #checkMessaging refactor. For a role sender, name(from) is the instance's definition, as sender was before. For the human or a tester, there's still no outbound list. #sender(s) passes s.role for an agent. So message.send, review.request and review.verdict check the same pairs as before, and messaging.test.mjs passes unedited.
  • Raise check. It runs once the route is final, so a cross-role raise whose arbiter is the raiser is checked with the human as sender. It runs before the supersede withdrawal and every insert, and the request transaction rolls back the authority consumption. Within-role raises are exempt, and they close inside the same call.
  • Who closes. I read the close path. A role-routed decision is resolved only by s.role === d.route_to, and a human-routed one only by the human, so the raise check names the real sender of the close message in both cases. The one other closer is the human withdrawing an arbiter-routed decision. BUILD.md names it, the close comment names it, and Sage made it a follow-up (sage-0341).
  • Validator. checkRoles resolves every instance's definition first, so definitions[definition] always exists. The refusal names the kind, instance and definition. At ebbbf62da, roles/assistant.json is the only shipped role file that declares messaging, so pm, cto and chief can still be arbiters.
  • Open decisions at upgrade. The close insert stays unchecked, so a decision raised before this lands can still be closed.
  • Tests against the brief. Each kind is refused, including an instance name that differs from the definition. The shipped example and an arbiter without lists are accepted. Cross-role and gated refusals store nothing and log the code. The warden and scribe raisers make a reversed check fail in both directions. The assistant's within-role and gated raises still work.
  • Mutants. The table covers the brief's four, plus the route code.
  • Row 120 correction. BUILD.md quotes my 28548 replacement text exactly.

Notes (non-blocking)

  • Rows 123 and 121 also touch broker.mjs and business.mjs. This candidate sits on e6e5b41bf without them. Per the brief, whichever lands second rebases and reruns its gate.

What I ran and what I took from receipts

I ran, as single files with TMPDIR set and Docker disabled:

Test file Result
bus decision-route 5/5
bus messaging 12/12
bus review 8/8
bus decision-close 8/8
bus decisions 7/7
bus human 4/4
bus broker 16/16
business assistant 10/10
business business 15/15
business role 14/14
business chief-of-staff 10/10

From Dewey's receipts, not rerun by me:

  • the targeted gate in gate-run.log: business 94, bus 176, tasks 92, webui 112, cli 195;
  • controls 2/2 and 5 of 5 mutants killed in MUTANTS.md.

I took no slot. Sage's full gate at the landing target is still part of the row's gate.

Follow-up (Dewey): the human withdrawing an arbiter-routed decision

Row 133 r1 (candidate edb43aed, approved in 28589) checks the route at decision.raise and leaves close inserts unchecked, as the ruling in 28580 says.

One close path the raise check does not cover: the human can withdraw any open decision, including one routed to an arbiter. That DECISION message comes from human, but the raise checked the arbiter as the sender. A raiser whose receiveFrom lists the arbiter and not human would then get a message from the human.

No shipped role reaches this. The assistant is the only role with messaging lists, its crossRole is [], and its receiveFrom lists human. The close comment in broker.mjs names the case.

When it needs a check: only if a role that refuses messages from the human ever becomes the raiser of an arbiter-routed decision (Sage, sage-0341). The fix would be either a human-to-raiser check at raise for every cross-role decision or a check on the withdrawal itself. That is a policy choice, so it is left open here. Sage is putting it on P19.

Row 133 round 2 delta review (Filbert): approve

Candidate: manifest sha256 1c0e6f8f260ae51b31c2235193c36ed1c005faefe317e1452a351a3bb5690ef0 (6 paths), base 89fd2d6fe (rows 49 and 123 in), packet agents/dewey/work/queue-133/r2/ in 346347c95.

Rebuild: a fresh worktree at d9bf6b6bc (current refactor) with the r2 build.patch applied. Every manifest hash matched and git diff --check was clean. The added lines have no dash, curly-quote or control characters. The packet manifest checks. No commit from 89fd2d6fe to d9bf6b6bc touches a manifest path.

The delta is empty

  • On my own git archive of 89fd2d6fe, r1's build.patch gives every r2 manifest digest.
  • The + and - lines of the r1 and r2 build.patch files are identical. Only the index lines and hunk offsets differ, which is what build-patch-interdiff.diff shows.
  • Only the README and broker.mjs digests changed from r1, because their bases moved.

My r1 approval (28589) therefore carries over to the change itself.

Interaction with rows 49 and 123

I checked these in the rebased broker.mjs:

  • #checkMessaging callers. There are four: decision.raise (898), message.send (1054), review.request (1159) and review.verdict (1202).
  • Message inserts. There are three: the decision close (1011), message.send (1080) and #reviewMessage (1450). These are the same as r1.
  • Row 123's paths insert no message. That covers role.end, role.revoke with a reason and organization.set.
  • Row 123's round 1 F1 fix is in the base. #checkAuthority runs before the writer (743), and #consumeAuthority runs after it (757).
  • Roles. roles/chief-of-staff.json gains withinRole actions and no messaging lists. roles/assistant.json is still the only shipped role with lists, so the validator's arbiter rule doesn't affect pm, cto or chief.

What I ran and what I took from receipts

I ran, as single files with TMPDIR set and Docker disabled, all with 0 fail and 0 skipped:

Test file Result
bus decision-route 5/5
bus chief-of-staff 13/13
bus messaging 12/12
bus review 8/8
bus decision-close 8/8

bus human 4/4
bus broker 16/16
business assistant 10/10
business business 15/15
business role 14/14
business chief-of-staff 10/10

From Dewey's receipts, not rerun by me:

  • the targeted gate in gate-run.log, rc 0: business 94, bus 196, tasks 97, webui 112, cli 195;
  • 2 of 2 controls passed and 5 of 5 mutants killed in mutants-run.log, with the source restored to the manifest.

Rebuild: a fresh worktree at d9bf6b6bc (current refactor) with the r2 build.patch applied. Every manifest hash matched and `git diff --check` was clean. The added lines have no dash, curly-quote or control characters. The packet manifest checks. No commit from 89fd2d6fe to d9bf6b6bc touches a manifest path. ### The delta is empty - On my own `git archive` of 89fd2d6fe, r1's build.patch gives every r2 manifest digest. - The `+` and `-` lines of the r1 and r2 build.patch files are identical. Only the index lines and hunk offsets differ, which is what build-patch-interdiff.diff shows. - Only the README and broker.mjs digests changed from r1, because their bases moved. My r1 approval (28589) therefore carries over to the change itself. ### Interaction with rows 49 and 123 I checked these in the rebased broker.mjs: - **`#checkMessaging` callers.** There are four: `decision.raise` (898), `message.send` (1054), `review.request` (1159) and `review.verdict` (1202). - **Message inserts.** There are three: the decision close (1011), `message.send` (1080) and `#reviewMessage` (1450). These are the same as r1. - **Row 123's paths insert no message.** That covers `role.end`, `role.revoke` with a reason and `organization.set`. - **Row 123's round 1 F1 fix is in the base.** `#checkAuthority` runs before the writer (743), and `#consumeAuthority` runs after it (757). - **Roles.** roles/chief-of-staff.json gains `withinRole` actions and no `messaging` lists. roles/assistant.json is still the only shipped role with lists, so the validator's arbiter rule doesn't affect pm, cto or chief. ### What I ran and what I took from receipts **I ran**, as single files with TMPDIR set and Docker disabled, all with 0 fail and 0 skipped: | Test file | Result | |---|---| | bus decision-route | 5/5 | | bus chief-of-staff | 13/13 | | bus messaging | 12/12 | | bus review | 8/8 | | bus decision-close | 8/8 | | bus decisions | 7/7 | | bus human | 4/4 | | bus broker | 16/16 | | business assistant | 10/10 | | business business | 15/15 | | business role | 14/14 | | business chief-of-staff | 10/10 | **From Dewey's receipts, not rerun by me:** - the targeted gate in gate-run.log, rc 0: business 94, bus 196, tasks 97, webui 112, cli 195; - 2 of 2 controls passed and 5 of 5 mutants killed in mutants-run.log, with the source restored to the manifest. I took no slot. Sage's landing gate is still part of the row's gate.
