sessions, vikunja-setup: #198 sage and ops-01 bot keys minted

Mos sage-0086: bot-mosaic-stack-sage is user 13 with key 13 and
bot-mosaic-stack-ops-01 is user 14 with key 14, both with key 11's
scopes (Q61a cut). Neither reads a project until ops-01 adds them to
team 1 under Mos's go.
