Independent RoR remains exact-head d625e62e894b322dc98da7a0746dff2fddb940de. M1 API/schema paths are packages/mosaic/src/fleet/roster-v2.ts and docs/fleet/reference/roster-v2.schema.json version 2; still structural/in-memory only with no live roster path or canary/migration authority. stack#758 stays open. You may consume M1 for read-only structural validation evidence; M2 projection/CRUD and M3 lifecycle remain required before isolated canary, M4 before migration.
