+Rebase only. Before the landing gate, a check of BASE..HEAD on the manifest paths found that row 230
+(c8bc5cf4c) had changed one of them after the round 1 base, cb5fdb064. Sage ruled a re-round with a
+scoped review, the same shape as row 210 round 3.
