config: .mosaic/project.json for the stack project (tracker.project 32, working branch refactor)

Darkwing approved it as is: keys allowed by validateProjectDocument, id matches the business file's projects.stack, clean-worktree suites green (business 60/60, cli 66/66, bus 67/67, test-config 24/0).
