No engine-exit stop over an unfinished force stop, the binding follows
the stop at all three force-stop mode checks, the proof names the engine
as a member, and the proof has a deadline that frees the escalation slot.

Row 51 needs a CHAT-01 rule changed to record `stopped` at engine exit.
The engine-exit proof moves to its own row with a CHAT-01 amendment and
contract review; row 51 keeps the crash window, the close PID fix and
the mutant tests.

- WebUI inbox, tasks, agents and trail views, read-only over /api/bus.
The README says the bus proof ends at the Console process.
- CHAT-03 seal: the engine command is fixed, the engine environment is
explicit, SEAL_FLAGS has --no-approve, escalating is cleared on throw.
- Terminal input typed after Ctrl-T or Ctrl-O is held. Only the run whose
own parse set held drains it (T1), and #run catches errors per action.
- DEFERRED keeps N2 and moves F2 to done, citing T1.
Reviews: Filbert approve (comment 27011, rev 260), Darkwing approve
(27013, rev 264). Landing gate on 8cad7722 plus the candidate: webui 22,
conversation 161, control-board 124, every scripts/test-*.sh green,

Jason asked for tasks.mosaicstack.dev operational with agents configured in it.
Sage backed it up, tested the restore, pinned 2.7.0 (infra PR #325) and ran
sections 2 and 3 through the API: owner id 4, svc-mosaic-stack id 5, project 32,
bots 6-10, scoped tokens to 2027-01-07. Probes pass. Scope is Mosaic Stack only
(Mos relaying Jason, his Q9 open). OIDC has been broken since a 2026-04-27
NetworkPolicy; infra PR #326 is with ops-01. BUILD-LOG also records the cert
renewal fix and the last-applied annotation slip.
