M0 stage issue: freeze the T78 interface surface (CLI grammar, CapabilityResultV1 envelope, RegistryValueSource, CapabilityDefinitionV1, CapabilityRequestV1) as specified by the merged contract before any implementation dispatch. Exit per the contract's M0 gates: milestone, task graph, interface, and partition gates pass; implementation remains held until then. Parent: #1455.
