Parent tracking issue for the T78 migration. Contract: docs/requirements/cli-capability-migration.md (authoritative on next after reviewed squash merge; implementation held by the M0 milestone, task-graph, interface, and partition gates). Stage issues are created per milestone stage as work is authorized. Reviews of record (Mosaic brain repo, fleet/lanes/cli-migration/): structural stack-docs-final-structural-review.md (PASS), security stack-docs-final-security-review.md (NO BLOCKERS), both pinned to branch head 3b753a48.
