Ratifies the Mosaic Stack PRD rev1 (Jason Woltje, 2026-09-01) as project
source of truth and installs the GOV.1 lifecycle model:

  • docs/PRD.md becomes a permanent shim (kind: shim, current_rev ->
    docs/PRDs/2026-08-31_PRD_rev1/). Its path never changes again.
  • docs/PRDs/2026-08-26_PRD_rev0/PRD.md archives the 2026-08-26 North Star
    verbatim (sha256 60cc2f98...36afdf unchanged). Archive, never delete.
  • docs/PRDs/2026-08-31_PRD_rev1/ is the frozen rev1 bundle: 18 sectioned
    documents (VIS, DATA, AUTHN, AUTHZ, SEAT, ROLE, HARN, PROV, SESS, UI, CLI,
    GOV.1-5) consolidating rev0 D1-D15, the fleet north star, the agent-runtime
    L1/L2 contracts and the control-plane-surfaces lane findings, with a single
    decision map (GOV.3) and a closed open-questions frontier (GOV.5, grill
    rounds 1-8). Drafting inputs (_source-* snapshots) are not shipped.

Consequences of the ratified rulings carried in the same change:

  • Q-T1 (ruling B, "shipped but frozen"): D3 amended in GOV.3/VIS.1;
    federation M1-M3 acknowledged as shipped behind tier === 'federated',
    excluded from the v1 bar and frozen, with a security re-audit gate before
    any resumption. docs/MISSION-MANIFEST.md, docs/federation/MISSION-MANIFEST.md
    and docs/scratchpads/mvp-20260312.md get status: superseded + banners
    (content preserved verbatim); docs/guides/deployment.md gains a
    "Relationship to the PRD (D15)" section. NORTH_STAR.yaml adds dormant
    workstream M (projects no goals by design); NORTH_STAR.md regenerated.
  • Q-G2 (distinct registry prefixes): every citation of the operator
    DECISION-REGISTER in the bundle reads OD-nn; the stack registry stays
    D1-D15; L1-Dnn/L2-Dnn untouched. Prefix rule recorded in GOV.1.

Follow-ups (not in this PR): CI parity drift-gate witness (Q-C1); brain-side
DECISION-REGISTER rename to OD- with redirect table on its next touch.

F2: the same exact-head pipeline test step is red and build is skipped, so CI is not terminal green. F3: rev0 archive bytes correctly match 9aa4983c, but relocation breaks all 11 relative link occurrences because they now resolve under the nested archive directory. docs: PRD rev1 review Q90 — Prettier-format the bundle, add rev0 archive README

Addresses CPS-PRD-REV1-REVIEW-Q90 findings F1 and F3 on PR #1491:

F1 (format gate): `prettier --write` on the 18 rev1 bundle documents.
Whitespace, table padding, list markers and emphasis delimiters only — a
normalized token comparison of every file before/after shows zero content
difference, so the ratified text is unchanged and no re-ratification applies.

F3 (rev0 relative links): the archived rev0 PRD stays byte-identical
(sha256 60cc2f98...36afdf verified) per GOV.1 archive-never-edit. A sibling
docs/PRDs/2026-08-26_PRD_rev0/README.md records the digest, the original
location, the owner disposition that the in-file links are intentionally
historical, and a resolution table for all 9 targets (11 occurrences), each
verified to exist. Future relocated archives ship the same README instead of
edited bytes.

F2 (test step) is investigated separately against the CI log.

CPS-PRD-REV1-REREVIEW-Q94: REQUEST CHANGES at exact head 13968e9a8b. F1 formatting and F3 archive integrity are closed, but docs/fleet/README.md still targets the former docs/PRD.md FCM heading. Exact Node 24 reproduction: 1,700/1,701 mosaic tests pass; fleet-documentation.spec.ts fails on that missing heading. Pipeline 3057 is terminal red at test and skips build. Also correct the archive README ROADMAP line citation from line 18 to lines 18, 177, and 249. Evidence: fleet/agents/rev-code-01/work/CPS-PRD-REV1-REREVIEW.md at brain commit 6181088c4f80d09dac228a1efa90fa3614090b36.

Addresses CPS-PRD-REV1-REREVIEW findings on PR #1491 head 13968e9a:

F1 (blocker; the CI test failure): docs/PRD.md is now the permanent shim, so
heading-fragment links into the former PRD body no longer resolve —
fleet-documentation.spec.ts failed on docs/fleet/README.md's FCM anchor. The
Part II workstream contracts live in
docs/PRDs/2026-08-31_PRD_rev1/GOV.4-workstream-contracts.md; all five anchored
links in the tree are repointed there (fleet/README.md, TASKS.md,
release-integrity/TASKS.md, ADMIN-GUIDE mos-connector-lease-operations.md,
DEVELOPER-GUIDE mos-runtime-portability-m1.md). Each anchor verified against
the GOV.4 headings with the spec's slug rule. Bundle content unchanged.

F2 (minor): the rev0 archive README's ./ROADMAP.md row now cites all three
source lines (18, 177, 249).
