M1 from lead decision 96, approved by Jason as Q101 (lead decision 104). Brief: docs/plans/2026-10-12_m1-chief-of-staff-role.md (commit ff61135e). Ships roles/chief-of-staff.json with exactly decision 104's grants (tools read, grep, find, ls; network api-only; withinRole message.send only; no crossRole; no credentials), the contract roles/chief-of-staff.md, tests in packages/business/tests against a fixture business, and the instance entry in the business README. Writing Jason's live business file is his step. Owner rocko, reviewers darkwing and filbert, gate sage. After row 77. Vikunja 154.
