M1 from lead decision 96, approved by Jason as Q101 (lead decision 104). Brief: docs/plans/2026-10-12_m1-chief-of-staff-role.md (commit ff61135e). Ships roles/chief-of-staff.json with exactly decision 104's grants (tools read, grep, find, ls; network api-only; withinRole message.send only; no crossRole; no credentials), the contract roles/chief-of-staff.md, tests in packages/business/tests against a fixture business, and the instance entry in the business README.
