Brief: docs/plans/2026-10-12_pm-task-flow.md, section "The approved requirement ids as data". From Vikunja P19 #228 (Jason's first PM request, talk fef3fa41) and #228 c78.

task.create checks only the REQ id's format, so the PM has no list of the PRD 1.0 ids and REQ-QA-1 got through. packages/tasks/requirements.json tested against the PRD, unknown-requirement on task.create, a requirements read and list_requirements tool, and pm.md: no fitting id means a non-blocking prd.approve decision, not a question in a RESULT. Also task_create's request description (it is the received message's request field, the human.input id).

Owner Dewey after the task-reads row, reviewer Filbert, gate Sage. Live at the next bus restart. Blocks S7.

Row 90 round 1, review request for @filbert (Dewey builds).

Brief: docs/plans/2026-10-12_pm-task-flow.md § "The approved requirement ids as data" (blob e8a1150e). It also covers PM fault 10 (#228 c91) with the stop line.

  • Packet: agents/dewey/work/queue-90/ at 950e8403. It holds build.md, build.patch, candidate-manifest.sha256, gate.sh, gate-summary.txt, mutants.py, mutants-run1.txt and mutants-run2.txt.
  • Candidate manifest: agents/dewey/work/queue-90/candidate-manifest.sha256, sha256 26d1fbdf23c2ae70fd9317fe6484e7bdf4339f45b59463e66123c100dbf1ac7d, 20 paths.
  • Base: 23338c7b. To check it, run git apply --index build.patch on a detached worktree of the base. The manifest then checks 20/20 OK.
  • Drift: no commit from the base to refactor 1e4cfa96 touches the 20 paths.

What changes

  • packages/tasks/requirements.json holds the PRD's path and version and its 24 ids. requirements.mjs checks the file and freezes it.
  • task.create refuses unknown-requirement for any id the list doesn't hold, so REQ-QA-1 now refuses.
  • The broker loads the list in its constructor and adds a requirements read for role sessions, as an #agent read.
  • The harness adds list_requirements for task.create holders that have a tracker. It also rewrites the descriptions of task_create's request and requirement and of raise_decision's blocking.
  • roles/pm.md adds two Duties bullets and two Authority paragraphs.
  • The session text says only the human stops a run.

Outside the file list: packages/harness/src/runner.mjs, one line. The broker attaches request to each message message.receive returns, but turnRequest left it out of the turn header. Without this line, the new request description would point the PM at a field it never sees. Sage ruled to keep the line and name it here and in build.md (Decision 1). Row 93 bases its runner.mjs on this one if row 90 lands first (Sage's note on row 93, rev 800).

Correction to row 89. The comment in row 89's tools.test.mjs and its build.md (line 183) say "80002 bytes". The right figure is 79998: 19999 × 4 + 2. This row fixes the test comment, and build.md records the correction.

My gate (gate-summary.txt, from a fresh base worktree with the patch applied):

  • Node suites: tasks 79, bus 111, harness 66, webui 86, cli 115, business 60, seat 27 and control-board 124. All pass.
  • Every scripts/test-*.sh exits rc=0.
  • test-task ran under DOCKER_HOST=unix:///nonexistent, so its container steps are skipped.

Mutants:

  • 44 mutants in total.
  • Run 1 killed 43. empty list allowed survived because of a bug in the test's table loop. I fixed the loop.
  • Run 2 reran the 21 mutants that the fix reaches, after the fix, and killed all 21.
  • Details are in build.md § Mutants.

Limits, all in build.md:

  • A bad requirements.json at bus start shows as startup-refused. The message is hidden, but the start still refuses.
  • The harness README isn't in the file list.
  • index.mjs doesn't export loadRequirements.
  • #229 and #230 keep REQ-QA-1.

Landing

  • Gate: Filbert approves on #1584 naming the candidate manifest, and every suite above is green on Sage's gate rerun.
  • The broker and harness changes go live at the next bus restart and PM launch. Under decision 109, Mos gets notice before landing.
  • Nothing touches packages/webui/src/public/.

Approve row 90 (#1584), round 1, candidate manifest 26d1fbdf23c2ae70fd9317fe6484e7bdf4339f45b59463e66123c100dbf1ac7d.

I reconstructed the candidate on detached base 23338c7b with git apply --index build.patch. All 20 manifest paths match before and after my probes and mutants. No commit from that base to the current refactor HEAD touches those paths. I reviewed the diff against the approved brief and PRD, including Sage's approved runner.mjs exception and the correction to row 89's byte-count comment.

The 24 ids and titles match the approved PRD's requirements. The schema checks and deep freeze, startup loads, unknown-requirement refusal, PM tool gating, request header, non-blocking Inbox paths, and human stop guidance satisfy the brief. My additional probes create a task for each of the 24 ids, pass a received human request through the real turn header into task.create, reject inherited required keys at both schema levels, and accept own keys on null-prototype objects.

My fresh sequential gate passed: tasks 79, bus 111, harness 66, webui 86, cli 115, business 60, seat 27, control-board 124, each with zero failures. All nine scripts/test-*.sh returned 0: auth 15, conductor 17, config 24, discord 66, extension-package 18, foundation 44, queue 27, release 4, task 26. DOCKER_HOST was unix:///nonexistent.sock throughout, so release's Docker state-machine cases and task's Docker cases were skipped. This differs from Dewey's 14 release checks because their release run allowed Docker. No live Console or bus operation was performed.

Seven independent focused mutants: five killed by the candidate's tests; two survived those tests and were killed by my added probes. No timeout. The restored candidate passes all six added probes and matches the manifest again.

Non-blocking follow-ups, no round 2 requested:

  1. requirements.test.mjs lacks inherited-key cases. Replacing Object.hasOwn with in survives it. Add top-level and entry-level inherited-key refusals. Current code correctly refuses both.
  2. verbs.test.mjs checks only the first and last approved ids. An allowlist containing just those plus REQ-TASK-1 survives. Loop through all 24 ids. Current code accepts all 24, verified independently.
  3. A title containing carriage return passes checkRequirements even though the schema says one line. Reject carriage return as well as newline and add that boundary case. The committed titles contain neither, and this affects reviewed file validation, not task authority.

Evidence and reproducers: agents/filbert/work/queue-90/r1/. Sage's landing gate and Mos's pre-landing notice still apply; live at the next bus restart. Nothing pushed.

Dewey: row 90 round 2 packet, for request comment 28054

Packet: agents/dewey/work/queue-90/r2/ at 2f367900 (build.md, build.patch, the manifest 95611274…, gate and mutant outputs). Base b8539480.

  • Round 2 is round 1 rebased onto row 63 (b8539480), plus one file. Three files differ from round 1: the packages/tasks/README.md paragraph merges both rows' text; the verbs.test.mjs import line reads as row 63 left it; and packages/seat/src/sandbox.mjs adds "packages/tasks/src/requirements.mjs" to RUNNER_FILES. The other 18 have round 1's hunks.
  • Row 92 (57948a81, #1586) landed between the bases. Its sandbox binds only RUNNER_FILES, and row 90's broker.mjs imports requirements.mjs, so without that line a sandboxed runner dies at start (seat 4 and cli 8 failing). The sandbox.mjs line is the semantic fix, decision 127.
  • Gate: run 1 on the twenty paths was green everywhere except cli and seat. Run 2 on the 21-path candidate: seat 33/33 and cli 120/120, 23:26:31-23:26:50Z. Harness and the other suites have not run on the 21-path candidate yet; per decision 127, Filbert's review and Sage's landing gate run every suite on it. Mutants: round 1's 44, 44 killed.
  • Row 91 (#1585) doesn't touch sandbox.mjs or RUNNER_FILES (Darkwing). It does change prompt() in packages/harness/src/bundle.mjs on other lines; whichever row lands second reruns the rebase check.
**Dewey: row 90 round 2 packet, for request comment 28054** Packet: `agents/dewey/work/queue-90/r2/` at `2f367900` (`build.md`, `build.patch`, the manifest `95611274…`, gate and mutant outputs). Base `b8539480`. - Round 2 is round 1 rebased onto row 63 (`b8539480`), plus one file. Three files differ from round 1: the `packages/tasks/README.md` paragraph merges both rows' text; the `verbs.test.mjs` import line reads as row 63 left it; and `packages/seat/src/sandbox.mjs` adds `"packages/tasks/src/requirements.mjs"` to `RUNNER_FILES`. Approve row 90 (#1584), round 2, candidate manifest 95611274ff1c5d022f958f6158c5bde8f9482fa11dc6820cc749402ef326022b.

Reconstructed on detached base b8539480 with git apply --index build.patch, node_modules symlinked. All 21 manifest paths matched before and after the full gate, no drift on those paths to current refactor HEAD, and no whitespace errors.

The rebase preserves round 1's requirement/request changes and row 63's project changes. Every original file except the README has identical added/removed patch lines to round 1; verbs.test.mjs retains SCOPES as context. The README keeps both sets of sentences. Round 1's three non-blocking follow-ups remain outside this candidate.

Decision 127's semantic fix is necessary and bounded: RUNNER_FILES gains only packages/tasks/src/requirements.mjs as a read-only file, restoring the runner's client -> broker -> requirements import chain. The new module defines constants and functions at import; it does not read requirements.json. The runner constructs no Broker and calls no verbs(ctx), so the data file stays unmounted. The exact import-walk test and real sandboxed launcher tests now pass, without adding a directory bind or exposing further host files.

Fresh full gate on the 21-path candidate, restarted from the beginning after actual Darkwing slot-clear, 2026-10-12T23:40Z to 23:43Z: tasks 89/0, bus 111/0, harness 66/0, webui 101/0, cli 120/0, business 60/0, seat 33/0, control-board 124/0. All nine scripts/test-*.sh returned 0: auth 15, conductor 17, config 24, discord 66, extension-package 18, foundation 44, queue 27, release 4, task 26. DOCKER_HOST=unix:///nonexistent.sock throughout; release's Docker state-machine cases and task's Docker cases were skipped. Harness was run on this 21-path candidate, as decision 127 requires.

The earlier partial attempt passed only tasks before the busy guard stopped on Darkwing's active row 91 suites. Its receipt is preserved separately and is not used as the full gate evidence. The final gate ran all 17 stages sequentially, with both-root /proc cwd checks before each. No mutant rerun was needed for the unchanged requirement logic; Dewey's 44-mutant receipt remains in the builder packet, and my independent round 1 probes and mutation results remain in my r1 packet.

No blocking issue found. My scratch has no processes, and I notified Dewey directly that row 94's test slot is clear. Sage's independent landing gate and pre-landing Mos notice still apply. No candidate edits, push, landing, Console operation or bus operation.

Evidence: agents/filbert/work/queue-90/r2/, including gate-summary.json and the separately preserved slot-interrupted-summary.json. Full stage logs remain under ~/filbert-scratch/r90-r2-review/gate/.

Landed as e918a915 on refactor (row 90 round 2, Dewey). Filbert approved round 2 in comment 28068 on manifest 95611274 (21 paths, base b8539480). verify-commit ok.

Sage gate on c047d028 plus the patch, 23:50:16Z to 23:54:26Z, Docker disabled: tasks 89, bus 111, harness 66, webui 101, cli 123, seat 33, business 60, control-board 124, queue 150, conversation 182, discord 178, ledger 78, runs 43, mosaic 69, all fail 0. Every scripts/test-*.sh exited 0 (auth 15, conductor 17, config 24, discord 66, extension-package 18, foundation 44, queue 27, release 4, task 26).

Live for the running bus only at the next bus restart, which Mos calls (decision 118). Until then a role session started by the running bus would get the new harness against the old broker. Mos confirmed none is expected (decision 109 notice, 23:55Z). Row 94 goes to round 2 rebased on this commit.
