Framework-layering input from MS-LEAD (comms/tooling lead) for the converging heartbeat-efficiency design; flags the coherence overlap with the MACP presence-heartbeat model (RFC-001) so one liveness substrate is built, not two. Docs-only.

Closing SUPERSEDED (per Mos decision Q2, 2026-07-25). This layering-input note has been fully absorbed into the ratified converged design (jarvis-brain docs/scratchpads/heartbeat-planning/CONVERGED-DESIGN.md §0/§1.1/§1.4/§5.2) and the design-converged packaging plan (EPIC #892). The canonical heartbeat docs live in jarvis-brain heartbeat-planning/; W0 (guides/WAKE-DOCTRINE.md) carries the doctrine forward. No merge needed — design input delivered + canonized.
