Closes #561

Durable half of #561: adds an Agent Host Prerequisites section to both bootstrap guide copies (source + packaged framework) requiring python3 + python-is-python3 on Debian/Ubuntu, with the non-Debian symlink equivalent noted. Recon confirmed no agent-host OS package provisioning script exists in-repo, so docs are the correct durable home.

Live host fix already applied on web1 by orchestrator (python -> 3.11.2). Merging this completes the agreed close condition.

Lane: Codex author (self-review approve 0.86, 0 findings). Gates: independent review + Ultron-lite pending before merge.
