docs(tess): add migration evidence set

  • The docs do not claim a landed Hermes transcript/profile/preference importer, bulk schema migration, unsupported transitional capability, production cutover, or deprecation completion; they explicitly keep those blocked/deferred unless separately designed/qualified.
  • Command authorization is byte-identical to main, hash a9f829e7ecec721c6c585fe0da56fb5d6a6441e9; no live credentials found in the added docs.
