usc Material #789 delta: clean v4 implementation completed locally uncommitted/unpushed (51 files, +6326/-277; focused 116/116 green) but correctly stopped on two claimed design/platform linchpins: TypeScript ASCII fence policy versus mandated Matrix singleton Unicode arrows, and descriptor-rooted openat2/statx acquisition unavailable in current TS path. Two independent read-only adjudications are running; no new head, RoR, CI transfer, commit, push, or live authority. #789 remains HELD. Host also hit No-space-left creating an audit worktree; no cleanup/reclaim was attempted.
