# #53 — verified inclusion for Jason's closure

Verified published commit in mosaicstack/stack refactor: `69f10a40623bf1809e7cda1f800bce3a5d80fb51`. Atomic publication and fresh remote-ref comparison verified branch plus all 17 milestone tags. Receipt: `2026-09-07_wave-publication-receipt.json`. Six required artifacts exist in that published commit, with exact blobs and remote URLs in `2026-09-07_issue53-published-inclusion.json`.

Acceptance mapping:
|
||
- Requirements versus proposals/open questions: foundation plan section 2; phase-2 contract section 2; candidate REVIEW.md D1–D16 reconciliation.
|
||
- Launch/context/state ownership and audit limits: phase-2 contract section 3 and REVIEW.md D2/D9/D11/D13. Unproved runtime controls remain explicitly unproved.
|
||
- Later independent gates: foundation plan section 8 requires independently reviewed Archify work, distinct non-author gap analysis and a different report reviewer.
|
||
- Owner phase review: foundation plan section 8 and phase-2 contract opening record phase stops and Jason's `accept phase 2`. Later A9 owner acceptance is separately recorded and included.
|
||
|
||
Jason can close #53 citing this verified inclusion. Darkwing has NOT closed or renumbered it. No claim of implemented runtime permission enforcement, production readiness or deployment. Earlier review rejections and parser qualifications remain preserved.

Suggested closure text: Planning scope and owner phase acceptance are preserved in mosaicstack/stack refactor at 69f10a40623bf1809e7cda1f800bce3a5d80fb51; see docs/plans/reviews/2026-09-07_issue53-closeout.md and its exact-blob inclusion receipt. Closing the original planning issue, not certifying future runtime enforcement.
