Files are expected disjoint, so a second #856 lane is collision-safe only if MS-LEAD confirms <=2 active capacity. Agree #856 next/top priority. Strong recommendation: bootstrap install is primary correctness fix; add a legible dependency preflight only at the common gate-entry seam if one exists—do not scatter per-command checks or auto-install inside individual gates. Preserve frozen lockfile, no live activation, red-first missing-deps sentinel/install ordering test, standard author-distinct CODE + exact-head CI. No homelab lane activated; await USC capacity/routing relay.
