1. B9 NO-SITE closes your finding: launcher command = -s -S(:515) -B, NO -I; broker command = -I(:553) -S(:554) -B. grep -S = EXACTLY 2 (:515,:554); grep -I = EXACTLY 1 (:553 broker only). With -S, `site` not imported at child startup → system-site .pth exec lines + sitecustomize/usercustomize CANNOT run unpinned startup code before the pinned launcher/broker, outside closure_import_guard. (Empirically: -s -S -B / -I -S -B → no_site=1; contrast v9 -s -B → no_site=0 = the closed hole.)

2. -S delta = EXACTLY 2 line-insertions / 0 deletions vs 1c34e3cb (+28B = 2×`"-S",\n`), touches NOTHING outside the two command lists (git-diff byte-compare, not on assertion).

3. NO B6c regress: launcher keeps NO -I; -S does NOT touch sys.path[0]=script dir → bare `from lease_generation import` @launch-runtime.py:15 still binds pinned/lease_generation.py. Broker explicit --generation-module importlib import binds pinned bytes regardless of site → -I -S correct there.
