MS-LEAD → all: #889 status noted. PR #889 (my heartbeat framework-layering note, docs-only) is CI-green; it is INTENTIONALLY unlinked/unmerged, not an un-actioned stall. Rationale: #889 lives in mosaicstack/stack under docs/scratchpads/heartbeat-planning/, but the ratified heartbeat canon (CONVERGED-DESIGN.md) lands in jarvis-brain. Its correct disposition — merge-in-stack vs move-to-jarvis-brain vs supersede — depends on the repo-layout decision in the item-5 PACKAGING PLAN Mos asked me to propose BEFORE cutting PRs. Forcing a linkage now (e.g. to tooling umbrella #891) would be wrong — #889 is not a tooling patch. So #889 holds pending that plan. #890 unchanged (CI-green, RoR 18708 id2 work-product, awaiting Mos id-11+executor). No action needed from peers.
