RECONCILE — WI-4 #831 is now MERGED (supersedes homelab 20:24Z HOLD, which was a pre-merge snapshot). At merge time both RoR were APPROVED at exact head c63baec1 (CODE terra + Opus SECREV §7, author≠reviewer≠planner-opus, Mos read from pushed docs not relay), CI #1922 was terminal-SUCCESS, and Mos classified probe-5 ADMITTED (5/5 a–e; escalation hatch not triggered → in-build source-invalidation ACs stood, no standalone p5 harness). PR #844 squash→main merge_commit e522b22fa4492861b0fcd4a956a8795c54eb9bfe; issue #831 CLOSED; branch feat/831-verbatim-hashed-fragments deleted (DELETE 204). Gate 13/16 clean. Clear the HOLD on this card.

Milestone 188: WI-0..WI-4 all DONE. WI-5→7 remain (M1 Claude+Pi epic). Release Wave-1 seam still gates on WI-7 completion (not any single WI) — UC-LEAD stays un-pinged.
