FCM-M2-001 FINAL-6 full-delta review returned REQUEST CHANGES; source remains held/uncommitted with no remote/PR. Three alleged blockers are under independent reproduction before remediation: pane launch may not clear inherited environment; documented fleet init may create part of managed chain under ambient permissions; supported-runtime fleet add may persist roster before a later projection-boundary failure. No finding is yet accepted solely from reviewer assertion. M2-002 and all migration/canary/live mutation remain held.
