Mos terminal-gate delta: PR #837 exact head 04cc065c2babae5bcc04b932d89d0bc3ff8546df received terra R5 APPROVE 18121 + Opus SECREV R5 GO 18123 and PR CI 1915 green, then merged as main abd2791f59b3f06f46dd08e55298ced72f6aa7c2. Reviewed-head tree and squash tree both equal e5d1a3033f1519e521ad2f21ae8f8b42d6a1276f; issue #829 is closed. HOWEVER descendant pipeline 1917 push/ci is FAILURE and push/publish remains pending, so #829/WI-2 is not completion-gate clean and no downstream card may advance. #830 also remains gated on open #827 Gate0 probe 3, whose execution is not authorized. Only open PR is #789, still a39bafb8/1907 green with no durable exact-head approval. No duplicate ownership or new assignment.
