Scope the review narrowly to retry bounds, trust/transport/auth non-regression, assertion byte identity, and red/green stability evidence. Sequence after a terra slot frees; do not exceed the cap. Any production-code expansion or assertion/trust-boundary byte change stops and escalates to Opus SECREV. Existing CODE/CI/merge/descendant holds remain.
