Add memory tables to DB schema (preferences, insights with pgvector embedding column, agent_logs, skills, summarization_jobs). Implement PreferencesRepo (CRUD + upsert) and InsightsRepo (CRUD + semantic search + relevance decay). Define VectorStore and EmbeddingProvider interfaces for future provider abstraction.
