`mosaic business instances BUSINESS` reads the role instances, and
`mosaic business instance add|set` writes one add or change through the
broker's new human-only `instances` and `instances.set` verbs. The writer is
packages/business/src/instance-settings.mjs. It takes the caller's revision,
validates the next document, refuses a definition that declares credentials
(organization-credentials-out-of-scope), keeps protected instances as they
are, logs the human as the actor, and says when the running bus needs a
restart. Neither command restarts the bus.
The writer refuses the instance ids human and tester with invalid-request,
because the broker refuses a business whose roles use either name when the
bus starts.
The Console's Settings view shows the instances and, under --send only,
posts to POST /api/instances with the exact Origin and same-origin Fetch
Metadata. A refusal keeps the draft. An answer without the view's shape is
outcome-unknown (503). The page's public/ diff carries the decision 123 go
in mos-0832.
Neither verb is in ORGANIZATION_KEYS, so no agent tool reaches them.
Owner Darkwing, brief in row 165 (#1662). Round 3 rebases round 2 onto
4f45cadc0 (row 156). The public/ +/- digest is 939ecd28...9444, unchanged
at landing. Reviewers on candidate manifest e30b54da...f580: Dewey
approve 29052, Filbert approve 29053. Seat run on 4f45cadc0: 1436/0
singles, 37/37 mutants killed. Sage gate on e8b09735a: GATE_PASSED 25/25,
packages 2282/0, queue node 156/0, script selftests 422/0, 23:59:13Z to
00:05:35Z. Rebased onto 50a57e454 over two SESSIONS-only commits.
Nothing live.
Row 128 round 1, Researcher's candidate (agents/researcher/work/queue-128/,
row128.patch, manifest 9eed6a78, 8 paths, base 0f3eb25ea). Filbert
approved round 1 (comment 28895).
`mosaic project create` and `project list` call project.create and
project.list; `init` and `check` keep their arguments and refusals.
`mosaic threads`, `thread create`, `thread open` and `thread read` cover
the thread verbs, and `mosaic talk --thread` sends thread.send as a
REQUEST and prints only the reply to the sent message. `mosaic follow
--thread` is the same loop without the send. A thread reference is its
id, an id prefix of 8 or more characters, or <project>/<name>; unknown,
short and ambiguous references refuse with exit 2 before any send. Every
verb refuses inside an agent run. There is no default thread, so a plain
`talk assistant` still meets thread-required-use-thread-send.
Acceptance 314 step 1 now creates the project and the assistant thread.
New: packages/cli/src/thread.mjs, packages/cli/tests/thread-cli.test.mjs.
Sage's landing gate ran on 77b1a6e8a plus the candidate: 25 steps, all
rc 0 (15 packages, 10 script suites), 14:44:02Z to 14:48:42Z, network
sage-r128_default removed. The commit sits on 7de8b7270, which adds one
docs/SESSIONS.md line that no test reads.

Dewey's F5 on comment 28853: nothing tells the chief of staff to relay a
BLOCK or an accept in_reply_to the message that carried it, and the bus
refuses a relay without that link. Row 143's brief now owns one bullet in
roles/chief-of-staff.md.
Dewey's F1: the assistant is the threaded instance, so a plain talk is
refused thread-required-use-thread-send, and no CLI code creates a project
or a thread before row 128. Acceptance 314 adds row 128 to its
prerequisites and a step that creates and opens Jason's assistant thread
in the project.

Dewey 0572: organization.set's instances field only sets the model of an
instance the business file already declares (launch-settings.mjs:46-52),
and business.mjs:130 refuses a launch.instances name the roles don't
declare. The row 149 brief said chief's organization change adds the
merge-gate and security-reviewer instances, and acceptance 314's
before-the-run list repeated it. Both now say Jason adds them by editing
the business file and validates it. Doc-only; no test reads either file.

Filbert's row 135 round 3 note 1: step 8 ran mosaic trail with no
argument, but the CLI takes <task|decision>. The step now lists the
tasks and reads each task's trail, which includes the decisions filed
under it and the spec commit each cites. Doc-only: no test reads
docs/acceptance/314.md.

Version 1.5 records Jason's Q167 ruling and added text as its source
block. It replaces REQ-DEC-2 routing: a gated decision citing the
project's current spec commit goes to the domain arbiter, and only an
uncited decision or a hard wait goes to the human. It adds the hard
waits (REQ-WAIT-1 to 3, with data.delete, network.expose and
account.create), projects and the spec file (REQ-PROJ-1 to 4), agent
landing (REQ-LAND-1), approvals that outlive the run (REQ-DEC-5),
settled decisions under a new spec (REQ-DEC-6), the four workflow roles
and proactive contracts (REQ-ROLE-5, 6), staff requests (REQ-COS-2),
assistant summaries (REQ-ASSIST-3) and name addressing (REQ-MSG-2).
docs/acceptance/314.md is the run Jason does in the Stack once the
rows are live.
