Vikunja P19 task 314, Q167 rows after comment 225.

Jason named four agents for the coding workflow: coder, code review,
security review and merge gate. The Stack has coder and reviewer. No role
does a security review, and no role holds landing alone. Jason also said
agents are proactive, and no role contract says so.

Filbert review, row 149 round 2: changes.

Candidate: manifest a325a32568a6a2635837455795b0965f1126f31fc25c4048e56e132263aeffcb, Dewey's build.patch applied to ac55e84fe (origin/refactor). In a fresh worktree all 21 hashes check. The patch's added and removed lines are the same as round 1's, so only context moved. I didn't post a round 1 verdict, so this round covers the whole row, not only the 5 drifted paths. Lines below are at the candidate tree.

Changes

  1. merge-gate can't land in the run that raised the decision, and merge-gate.md says it can (roles/merge-gate.md:16-20).
    • land_work exists only when the broker's landHeld is true at launch (packages/cli/src/launcher.mjs:262, packages/harness/src/tools.mjs:134). The git socket is bound only then too (packages/cli/README.md:432-434), because merge-gate holds neither git.push.working nor review.verdict. The runner reads tools.json once, at start (packages/harness/src/runner.mjs:322).
    • In the raising run, landHeld was false at launch. When cto resolves, the approval comes in as a DECISION message to that same run (packages/bus/src/broker.mjs:1597-1612), and that run has no land_work. The bundle's "Landing:" prompt line (packages/harness/src/bundle.mjs:118) is missing too. So line 16's "Once the decision is resolved ..., call land_work" can't be done.
    • Row 137 meant it this way: "row 136 lets a later run of the same instance use it" (brief docs/plans/2026-10-15_q167-rows-r3.md:328-331, blob 606f7e0905). A second run of merge-gate, in the same thread, has to start before anything lands. No contract says who starts it. merge-gate can't message anyone: its RESULT reply to the DECISION message is refused, per your probe. cto.md and chief-of-staff.md say nothing about relaunching it. As shipped, an approved merge sits unused until a person notices.
    • Fix:
      • Say the two-run flow in merge-gate.md: land_work appears only in a run launched after the approval, in the thread that raised it. In the raising run, the approval arrives without the tool.
      • Name who starts the landing run in that role's contract, or record it in BUILD.md's Follow-ups with its cost, the way follow-up 1 does for message.send.
      • Add a test that pins the path. In packages/bus/tests/workflow-roles.test.mjs, b.landHeld({ business: 'demo', role: 'merge-gate', thread: null }) should be false before cto resolves, true after, and false once the approval is used.
      • roles/merge-gate.md is test-read (packages/business/tests/workflow-roles.test.mjs:59, 93), so this isn't doc-only under decision 137.

Minor, fix in the same round

  1. The hard-wait list in pm.md:53-56 and chief-of-staff.md:52-55 leaves out one case the broker treats as a hard wait. #hardWait is GATED plus role.revoke aimed at an END_PROTECTED instance, which today is assistant (broker.mjs:139, 516-519). A cited role.revoke of the assistant goes to the human (broker.mjs:1466-1469). The text says "every hard wait goes to the human" and then lists only the eight GATED_ONLY actions. Keep the eight-action sentence, since the test pins it to GATED_ONLY at workflow-roles.test.mjs:112-114. Add a sentence for ending the assistant's run.

Checked and correct

  • Brief: every "What ships" bullet and every listed test (q167-rows-r3.md:162-216).
    • security-reviewer: read, grep, find, ls; review.verdict within role only; no crossRole; no credentials.
    • merge-gate: crossRole git.merge.protected only; empty withinRole; no write tools.
    • The proactive line is inside Authority in all 13 contracts.
    • The domain enum in tools.mjs is technical and delivery, with no default sent.
    • pm and chief-of-staff carry the REQ-DEC-2 text, and their old "for the human" wording is gone.
  • raise_decision forwards domain. The broker defaults it to delivery and refuses anything else with invalid-domain (broker.mjs:1461-1462). The arbitrated route matches the new tool text and the contract text (broker.mjs:1466-1469).
  • Row 133's refusal works on the shipped lists. merge-gate's receiveFrom includes cto. checkMessaging(route, raiser) runs before anything is stored (broker.mjs:1473). The bus test drops cto and gets decision-route-refused with 0 decisions.
  • Naming either new role as an arbiter is refused because both declare messaging lists (packages/business/src/business.mjs:167-168). The business test pins that.
  • security-reviewer's REVIEW-RESULT reaches the coder through review.verdict, with no message.send (bus test lines 86-99). fetch_review is offered only with a checkout (tools.mjs:151). Your follow-up 2 covers a reviewer that has no way to read a ref.
  • The rebase onto ac55e84fe. Row 143's Duties bullets in assistant, chief-of-staff, pm and cto don't conflict with this row's Authority paragraphs. In tools.mjs only raise_decision changed; MESSAGE_CLASSES keeps BLOCK.
  • READMEs: the packages/business section and the packages/harness paragraph match the code.

Not run by me

I ran no tests, mutants or gate. Finding 1 changes merge-gate.md and adds a test, so I'll run the touched files singly in round 3 with a slot. Your singles (r2/singles.log, 37 files, 337 tests) and round 1's mutants and gate are your receipts, not mine.

Verdict: changes, on 1. Item 2 is small and can go in the same round.

**Filbert review, row 149 round 2: changes.** Candidate: manifest `a325a32568a6a2635837455795b0965f1126f31fc25c4048e56e132263aeffcb`, Dewey's build.patch applied to ac55e84fe (origin/refactor). In a fresh worktree all 21 hashes check. The patch's added and removed lines are the same as round 1's, so only context moved. I didn't post a round 1 verdict, so this round covers the whole row, not only the 5 drifted paths. Lines below are at the candidate tree. ## Changes 1. **merge-gate can't land in the run that raised the decision, and merge-gate.md says it can** (roles/merge-gate.md:16-20). - `land_work` exists only when the broker's `landHeld` is true at launch (packages/cli/src/launcher.mjs:262, packages/harness/src/tools.mjs:134). The git socket is bound only then too (packages/cli/README.md:432-434), because merge-gate holds neither git.push.working nor review.verdict. The runner reads tools.json once, at start (packages/harness/src/runner.mjs:322). - In the raising run, `landHeld` was false at launch. When cto resolves, the approval comes in as a DECISION message to that same run (packages/bus/src/broker.mjs:1597-1612), and that run has no `land_work`. The bundle's "Landing:" prompt line (packages/harness/src/bundle.mjs:118) is missing too. So line 16's "Once the decision is resolved ..., call `land_work`" can't be done. - Row 137 meant it this way: "row 136 lets a later run of the same instance use it" (brief docs/plans/2026-10-15_q167-rows-r3.md:328-331, blob 606f7e09052f). - Fix: - Say the two-run flow in merge-gate.md: `land_work` appears only in a run launched after the approval, in the thread that raised it. In the raising run, the approval arrives without the tool. - Name who starts the landing run in that role's contract, or record it in BUILD.md's Follow-ups with its cost, the way follow-up 1 does for message.send. - Add a test that pins the path. In packages/bus/tests/workflow-roles.test.mjs, `b.landHeld({ business: 'demo', role: 'merge-gate', thread: null })` should be false before cto resolves, true after, and false once the approval is used. - roles/merge-gate.md is test-read (packages/business/tests/workflow-roles.test.mjs:59, 93), so this isn't doc-only under decision 137. ## Minor, fix in the same round 2. **The hard-wait list in pm.md:53-56 and chief-of-staff.md:52-55 leaves out one case the broker treats as a hard wait.** `#hardWait` is GATED plus `role.revoke` aimed at an END_PROTECTED instance, which today is `assistant` (broker.mjs:139, 516-519). Filbert review, row 149 round 3: changes.

Candidate: Dewey's manifest digest 6f10f2eaabe9ca2f67c568aff8aef3fa4578b172726280a8f1e1b7b29cedb0d7 (request 28902), build.patch on base ac55e84fe. All 21 manifest hashes match in my worktree, and git log ac55e84fe..HEAD on the manifest paths is empty, so no base drift. Line numbers below are in the candidate tree.

Round 2's two changes are in: the two-run landing flow is spelled out with the cto messaging the chief of staff and the chief of staff launching (Sage's rulings sage-0684, 0686 and 0691), and the assistant revoke hard-wait sentence is in both chief-of-staff.md and pm.md. One gap remains, and it stops the flow from landing.

Change

  1. The relaunched merge-gate run has land_work but nothing to take a turn on, so it never lands (roles/merge-gate.md:22-33, roles/chief-of-staff.md:42-47, roles/cto.md:14-17).
    • The runner takes a turn only for a message it receives (packages/harness/src/runner.mjs:346-400). There is no turn at launch, and the launcher sends no kickoff message.
    • message.receive skips any message already marked delivered or read for the role (packages/bus/src/broker.mjs:1700-1721).
    • The approval DECISION message goes to the raising run (broker.mjs:1584-1612). That run ended its turn but is still polling, so it receives and reads the DECISION, almost always before the cto's turn and the chief of staff's turn have happened. merge-gate.md:26 tells it not to land or raise again, which is right, but the message is consumed.
    • The chief of staff then ends that run and launches a new one. The new run has land_work (bundle.mjs:118 adds the Landing line) and landHeld is still true, but its inbox is empty, so it polls forever.
    • I confirmed this with an in-process probe (Broker on a temp Store, roles pm as arbiter and merge-gate): run 1 raises, pm resolves yes, run 1 receives, endLaunch run 1, bind run 2 and receive. Output:
      • {"consumeFirst":true,"raisingRunGot":["DECISION"],"laterRunGot":[],"landHeld":true}
      • {"consumeFirst":false,"raisingRunGot":[],"laterRunGot":["DECISION"],"landHeld":true}
The second line is the control: the later run gets the DECISION only if the raising run never polled.
    • Acceptance step 5 (land after approval) would fail live.
    • Suggested fix, contract and test: after launch succeeds, the chief of staff sends the merge-gate instance one message with send_message naming the task reference and the decision id (chief-of-staff.json holds message.send; merge-gate.json:14-15 receives from chief-of-staff). The cto's message names the task reference too, so the chief of staff can forward it. merge-gate.md says the landing run calls land_work when that message arrives. Add the sentences to packages/business/tests/workflow-roles.test.mjs with mutants, as round 3 did for the other sentences (lines 135-141).
    • These files are read by workflow-roles.test.mjs, so this is not doc-only under decision 137.

Notes, not changes

  • launch.instances is an explicit list in the business file (packages/business/src/business.mjs:128-131), and launch's enum comes from it (packages/harness/src/tools.mjs:116). A business must list its merge-gate instance or the chief of staff's launch is refused. Worth a sentence in the README or the brief's config notes.
  • Row 156's brief (docs/plans/2026-10-18_landing-run-launch.md, commit bb0766826) has the same gap: its host start also brings up a landing run with no message. I'll raise it with Sage before that row gets an owner.

Checked and correct

  • A cited raise stays cross-role: the class comes from #classification (broker.mjs:1442) and arbitration is set at 1466-1467. landHeld (broker.mjs:951-969) needs cross-role, the same thread, approval and not spent, and checkLand doesn't recheck the spec, so citing the spec doesn't break landing.
  • The spec checks (invalid-spec-citation, spec-unconfirmed, stale-spec, broker.mjs:1208-1213) match merge-gate.md:16-21, and read_spec is always offered (tools.mjs:189).
  • merge-gate is never a thread instance (THREAD_DEFINITION = "assistant", launcher.mjs:106, broker.mjs:154), so the launch checks at launcher.mjs:199-202 leave only instance-running, which the chief-of-staff end-then-launch rule handles.
  • end_run maps to role.revoke with a reason (broker.mjs:1397-1416); the runner exits on SESSION_GONE, and role.end doesn't set business-wide launch-revoked (broker.mjs:698-702), so the relaunch isn't refused.
  • The assistant hard-wait sentence matches broker.mjs:139 and 516-519.
  • cto.json holds message.send with no messaging lists, so the cto's message to the chief of staff is allowed.

Ran by me (slot granted by Sage, sage-0700)

  • Every manifest test file singly with the TAP reporter, manifest hashes checked before and after, 2026-10-18T14:57:20Z to 14:57:24Z: 21 files, all rc 0, 160 of 160 pass, 0 skipped. Business: assistant 11, business 16, chief-of-staff 10, cli 9, credentials 6, csuite 6, hard-waits 4, launch-settings 8, plugin-settings 7, project-repo 2, project 2, record-grants 1, resolve 10, role 14, spec-review-contracts 3, vars 7, workflow-roles 7. Harness: bundle 22, raise-domain 2. Bus: workflow-roles 4, land 11. An earlier pass (14:57:09Z to 14:57:14Z) was also all rc 0; I didn't parse its counts.
  • The probe above, 2026-10-18T14:57:53Z, rc 0, no temp dirs left.

Not mine

Mutants m1 to m16 and the launcher TMPDIR runs are Dewey's receipts in BUILD.md; I didn't rerun them.

Verdict: changes, on 1.

## Change 1. **The relaunched merge-gate run has `land_work` but nothing to take a turn on, so it never lands** (roles/merge-gate.md:22-33, roles/chief-of-staff.md:42-47, roles/cto.md:14-17). - The runner takes a turn only for a message it receives (packages/harness/src/runner.mjs:346-400). There is no turn at launch, and the launcher sends no kickoff message. - `message.receive` skips any message already marked `delivered` or `read` for the role (packages/bus/src/broker.mjs:1700-1721). - The approval DECISION message goes to the raising run (broker.mjs:1584-1612). That run ended its turn but is still polling, so it receives and reads the DECISION, almost always before the cto's turn and the chief of staff's turn have happened. merge-gate.md:26 tells it not to land or raise again, which is right, but the message is consumed. - The chief of staff then ends that run and launches a new one. The new run has `land_work` (bundle.mjs:118 adds the Landing line) and `landHeld` is still true, but its inbox is empty, so it polls forever. - I confirmed this with an in-process probe (Broker on a temp Store, roles pm as arbiter and merge-gate): run 1 raises, pm resolves yes, run 1 receives, `endLaunch` run 1, bind run 2 and receive. Output: - `{"consumeFirst":true,"raisingRunGot":["DECISION"],"laterRunGot":[],"landHeld":true}` - `{"consumeFirst":false,"raisingRunGot":[],"laterRunGot":["DECISION"],"landHeld":true}` The second line is the control: the later run gets the DECISION only if the raising run never polled. - Acceptance step 5 (land after approval) would fail live. - Suggested fix, contract and test: after `launch` succeeds, the chief of staff sends the merge-gate instance one message with `send_message` naming the task reference and the decision id (chief-of-staff.json holds message.send; merge-gate.json:14-15 receives from chief-of-staff). The cto's message names the task reference too, so the chief of staff can forward it. merge-gate.md says the landing run calls `land_work` when that message arrives. Add the sentences to packages/business/tests/workflow-roles.test.mjs with mutants, as round 3 did for the other sentences (lines 135-141). - These files are read by workflow-roles.test.mjs, so this is not doc-only under decision 137. ## Notes, not changes - `launch.instances` is an explicit list in the business file (packages/business/src/business.mjs:128-131), and `launch`'s enum comes from it (packages/harness/src/tools.mjs:116). A business must list its merge-gate instance or the chief of staff's launch is refused. Worth a sentence in the README or the brief's config notes. - Row 156's brief (docs/plans/2026-10-18_landing-run-launch.md, commit bb0766826) has the same gap: its host start also brings up a landing run with no message. I'll raise it with Sage before that row gets an owner. ## Checked and correct - A cited raise stays cross-role: the class comes from `#classification` (broker.mjs:1442) and arbitration is set at 1466-1467. `landHeld` (broker.mjs:951-969) needs cross-role, the same thread, approval and not spent, and `checkLand` doesn't recheck the spec, so citing the spec doesn't break landing. - The spec checks (invalid-spec-citation, spec-unconfirmed, stale-spec, broker.mjs:1208-1213) match merge-gate.md:16-21, and `read_spec` is always offered (tools.mjs:189). - merge-gate is never a thread instance (`THREAD_DEFINITION = "assistant"`, launcher.mjs:106, broker.mjs:154), so the launch checks at launcher.mjs:199-202 leave only `instance-running`, which the chief-of-staff end-then-launch rule handles. - `end_run` maps to role.revoke with a reason (broker.mjs:1397-1416); the runner exits on SESSION_GONE, and role.end doesn't set business-wide `launch-revoked` (broker.mjs:698-702), so the relaunch isn't refused. - The assistant hard-wait sentence matches broker.mjs:139 and 516-519. - cto.json holds message.send with no messaging lists, so the cto's message to the chief of staff is allowed. ## Ran by me (slot granted by Sage, sage-0700) - Every manifest test file singly with the TAP reporter, manifest hashes checked before and after, 2026-10-18T14:57:20Z to 14:57:24Z: 21 files, all rc 0, 160 of 160 pass, 0 skipped. Business: assistant 11, business 16, chief-of-staff 10, cli 9, credentials 6, csuite 6, hard-waits 4, launch-settings 8, plugin-settings 7, project-repo 2, project 2, record-grants 1, resolve 10, role 14, spec-review-contracts 3, vars 7, workflow-roles 7. Harness: bundle 22, raise-domain 2. Bus: workflow-roles 4, land 11. An earlier pass (14:57:09Z to 14:57:14Z) was also all rc 0; I didn't parse its counts. - The probe above, 2026-10-18T14:57:53Z, rc 0, no temp dirs left. ## Not mine Mutants m1 to m16 and the launcher TMPDIR runs are Dewey's receipts in BUILD.md; I didn't rerun them. Verdict: **changes**, on 1.

Filbert review, row 149 round 4: approve

Candidate manifest 6b4af9c2685be260b7d874a831fd869690bbd067f7f5be45cc5b62a4c2cfcc96 (21 paths), build.patch df0fec543dba4627.... Dewey built on ac55e84fe; I reviewed and ran on 0f715a054 plus build.patch, the tree Sage's gate and the landing use. The patch applies cleanly there, all 21 manifest hashes match, and git log ac55e84fe..0f715a054 on the 21 paths is empty.

Round 3 finding (28913): resolved

Round 3 found the relaunched merge-gate run had land_work but no turn to call it on, because the approval went to the raising run. Round 4 closes it in the role texts:

  • roles/cto.md:15-17: the cto's message to the chief of staff names raised_by_role, the decision id and the task reference (the decision's authorization.target). #decisionView returns authorization.target from the decision context, so the cto can read it.
  • roles/chief-of-staff.md:49-53: once launch succeeds, the chief of staff sends the instance one message naming the task reference and the decision id, with the reason (a run takes a turn only on a message it receives).
  • roles/merge-gate.md:29-39: the later run lands on that message, and a decision-consumed refusal, in the land_work reply or the later RESULT, is reported as landed with no second land or raise.

The "decision-consumed means landed" reading holds in the broker: only an action.allowed event with a non-decision.raise operation spends a decision (#spent), a decision is consumed only by its own action (decision-mismatch otherwise), MERGE action.allowed events are reserved, and recordLand is the only MERGE consumer. The authorize() callers (runtime role.launch, tasks verbs) never spend a merge decision.

packages/business/tests/workflow-roles.test.mjs asserts each new sentence.

Checked and correct

  • The raise_decision domain param (brief section "Security-reviewer and merge-gate roles, and proactive contracts") is unchanged since round 3, where I verified it and ran raise-domain.test.mjs.
  • merge-gate.json has no message.send, so the runner's RESULT reply to the chief of staff's message is refused. packages/business/README.md:186-189 already documents this for any role without message.send; pre-existing, not a finding.
  • No stale copy of the old merge-gate wording remains; bus README mentions of decision-consumed are consistent.

Doc-only, follow-up (decision 137: .md, no test reads it)

a. packages/business/README.md:194-196 still says merge-gate "lands once the technical arbiter resolves it", without the relaunch and the chief of staff's message.
b. A business must list its merge-gate instance in launch.instances for the chief of staff to relaunch it (packages/business/src/business.mjs:128-132, packages/harness/src/tools.mjs:115-118). Dewey recorded this already; the README should say it.

This is a doc gap, not a silent failure. If the instance isn't listed, the chief of staff's launch schema offers only the listed instances, and the host refuses an unlisted one instance-not-listed (packages/cli/src/launcher.mjs:198, tested at packages/cli/tests/launcher.test.mjs:261-262). A business with no launch block is refused launch-not-configured (launcher.mjs:197) and gives the chief of staff no launch tool, so the human launched the raising run and relaunches it too. roles/chief-of-staff.md:36-37 makes the chief of staff report every refusal with its exact text, a message to an unlaunchable instance comes back launchable: false (packages/bus/src/broker.mjs:2326), and the approved decision stays unspent and visible. Adding the instances is Jason's business-file edit and out of scope for this row (brief, "Adding instances to any business").

Landed as 03bbd2c98 on refactor and pushed (0f715a054..03bbd2c98).

  • Filbert approved round 4 (comment 28929) on candidate manifest 6b4af9c2685be260b7d874a831fd869690bbd067f7f5be45cc5b62a4c2cfcc96, base 0f715a054 plus build.patch df0fec543dba.
  • Sage's gate on 806ab89df plus the candidate, 16:34:57Z to 16:39:43Z: 2027 package tests and 422 script selftests (plus the queue suite's 156 node tests), 0 failed. The landing commit was rebased over c682d5f7a, a docs-only commit no test reads, and the manifest checks on HEAD.
  • Queue row 149 done (rev 1775).

Not live. The roles and the raise_decision domain go live in the combined re-pin with rows 148, 141, 143, 128 and 124, on Mos's go.

Doc-only follow-ups from Filbert's verdict: packages/business/README.md:194-196 still describes the one-run landing, and the README should say a business must list its merge-gate instance in launch.instances. Leaving it out isn't silent: the launch is refused with instance-not-listed.
