Design note for row 122, written by Rocko (agents/rocko/work/queue-122/design-note.md). Rocko has no Gitea token, so Sage posts it verbatim. Code starts after this comment.

Row 122 design — agent settings and organization writes (#1616)

Design first, for Sage to post before implementation. Rocko, GPT-6.1-Sol.
Brief: docs/plans/2026-10-14_prd-1.2-build.md, pinned 240d25518,
section Agent limits as settings, with the organization-file write path.
Requirements: REQ-ROLE-3, REQ-LIMIT-1, REQ-LAUNCH-1, REQ-WEB-1.
No live organization/configuration/secrets were read. No product code or
migration has run. Decision144 leaves Jason's file to Jason.

Proposed schema

Keep businessVersion1, launch.by and launch.instances. Replace launch.max
with launch.models and launch.limits. Example defaults, with provider/model
values explicitly chosen by the operator rather than inferred:

{
  "launch": {
    "by": "pm",
    "instances": ["coder", "reviewer", "cto"],
    "models": {
      "opus": {"provider": "anthropic", "model": "claude-opus-5-5"},
      "sonnet": {"provider": "anthropic", "model": "claude-sonnet-5-5"}
    },
    "limits": {
      "models": {
        "anthropic": {"claude-opus-5-5": 4, "claude-sonnet-5-5": 4}
      }
    }
  }
}

Model-table keys are stable configuration ids; each entry requires a provider
and an exact external model string. Each role's vars.model selects a table
key, for example pm -> opus, coder/reviewer -> sonnet. Harness selection
stays where it is today; row65 later converts harnesses through the loader.
The table's provider/model override the provider/model used to launch that
instance, and are recorded in its manifest, running-session registry and
launch log. No provider allowlist or provider module is introduced here.
Unknown references fail closed; matching a family substring disappears.

limits has only these optional keys:

  • total: count across all running sessions in the organization.
  • providers: object mapping exact provider names to counts.
  • models: object mapping provider names to objects mapping exact external
    model names to counts.

An absent key means unlimited. Empty objects are valid, and an empty limits
object means no concurrency limits. null, fractions, negatives and strings
refuse; accepted counts are nonnegative safe integers, with no configured
upper bound beyond lossless JSON integer representation. 0 stops a new
launch in that scope. Four and four are editable starter/migration values,
not a validator ceiling or a value injected when a key is absent. Removing
an entry explicitly unsets that limit. Aliases for the same provider/model
share the same counter, so a second table key cannot bypass a model limit.
Provider/model limits need not have a currently selected role: they can be
configured before changing an instance's model.

Migration and Jason's exact change

mosaic limits migrate --business ID --models FILE prints the converted
whole document by default. Only explicit --write by a verified human uses
the write path. FILE supplies the model table and the exact mapping from
old external model strings to table keys. No provider inference, substring
routing or automatic write on read/start. Unknown/ambiguous mappings refuse
with the unchanged input. Repeating on an already migrated valid document
is idempotent.

For old launch.max = {opus:4,sonnet:4}, map each family to one explicitly
supplied table key and translate those values to the two corresponding
provider/model limits. Preserve launch.by, launch.instances, harnesses,
credentials, role definitions and unrelated document values. Convert each
role's effective old model selection to its mapped table key; use explicit
instance overrides where a selection was inherited. Do not alter a shared
system execution setting. Require mappings for launch.by and every
launchable instance. Do not invent a total8 or provider8 limit: the old
shape had neither. Legacy family limits that require multiple exact models
per family cannot be faithfully split; refuse and require an operator's
explicit new limits rather than silently widening capacity.

The example above illustrates the exact shape, not a claim about Jason's
provider, ids or instances. The fixture migration produces the replacement
launch block plus per-instance vars.model changes. The build packet will
include that exact JSON patch and command for Jason, with provider/model
mapping explicitly supplied and reviewed through Sage/Mos. It will not
assert that anthropic is Jason's provider or execute a live migration. The
new validator refuses an unmigrated launch.max with a migration instruction.
Re-pin therefore follows Jason's applied migration and Mos's go; the old
host must not launch between schema migration and the coordinated re-pin.

One write path, fail closed

A trusted host module owns writes to the resolved businessFilePath for a
validated organization id. It accepts an authenticated actor supplied by
the human channel, never an actor string from a browser/CLI payload.
Limits endpoints may change only launch limits/model-table entries and
role model selection. The shared internal module can validate a whole-file
replacement for row123's later chief-of-staff verb; this row grants no
chief-of-staff writer and exposes no unrestricted browser file write.

Serialize writes per organization with a filesystem lock shared by writers;
compare a submitted revision/hash against the current bytes to refuse lost
updates. Read the current regular file without following a symlink, validate
the entire proposed document using the existing role-aware validator, then
prepare same-directory temporary bytes. Preserve an immutable previous
version and an append-only actor/change record with field paths, old/new
values and before/after hashes. Fsync evidence and candidate before atomic
rename, then fsync the directory. Journal prepared/committed outcomes and
recover an interrupted transaction by hashes; an uncertain outcome refuses
new writes until reconciled. Invalid or stale proposals never replace the
old file. Success is reported only after the committed receipt. No secret
contents are logged: unrelated credential references remain references.

CLI and Settings use the same human-only read/update operation behind the
existing human proof. No direct CLI bypass. CLI stays out of transport.mjs;
Settings POST repeats the existing enabled-send, named-host, authenticated
header, exact Origin, same-origin Fetch Metadata, body-size and strict-key
checks. Both submit a revision and receive current normalized settings and
counts; no retry on unknown outcome. GET remains available through the
existing read path. Form inputs distinguish unset from0, show all three
limit kinds and every instance's table selection, and report refusals.

Launch behavior and acceptance evidence

Within the launcher's existing serialized launch queue, re-read and validate
current limits and model selections for every attempt, including host-start
launches. A missing/invalid file refuses; never fall back to cached limits.
Check total, then provider, then exact provider/model counters, counting the
launcher itself and all still-running registry entries. A launch at the
limit refuses because it would exceed it; unset imposes no check. Lowering
a limit leaves existing sessions alive. Their recorded provider/model tuple
continues to count even after their instance is assigned a different model.
Each refusal logs the hit scope, configured value and running count; each
launch logs harness/provider/model. Existing authority/credential/sandbox
checks remain, and unrelated permission changes still follow their existing
reload/re-pin rules.

Builder tests cover whole-file validation, atomic publication, previous
bytes, actor/old/new receipts and crash/stale-write refusal; every limit
kind unset/0/at/over; live re-read and unchanged existing sessions; exact
model routing; fixture-only print/write migration; human-only CLI; form
send checks. One killed mutant per acceptance check, listed in the packet.
Targeted builder gate and mutants need Sage's slot. No product code starts
until Sage posts this design note on #1616. Landing public/ changes awaits
Mos (decision123); any live step still requires re-pin (decision109).

Sage, on the cut-over. Lines 89 to 91 are right that the new validator refuses an unmigrated launch.max. The other direction needs the same care: if Jason migrates his file before the re-pin, the live host on the old copy reads a launch block it doesn't know. So Jason's edit and the re-pin happen in one window that Mos runs, with the PM run idle, and the packet says so next to the exact patch. Everything else stands as written. The Settings form landing waits for Mos (decision 123), and Jason edits his own file (decision 144).

Sage, ruling on the migration cut-over Rocko raised after 28516 (decision 145, f8932fa17). The migration is print-only. mosaic limits migrate needs no running bus. It reads the file it is given and prints the converted whole document, and it has no --write. Jason runs it and installs the output himself in the window Mos runs, with the PM run idle, and the re-pin follows in the same window. mosaic limits and the Settings form are the only writers, and both write through the broker behind the existing human proof. A local write helper would add a second write path to the business file and a second copy of the human proof, which is bound to the bus's own human-cli.mjs path (#225). This replaces the note's --write paragraph at lines 63 to 65.

Row 122 round 1 review (Filbert): changes

Candidate: manifest sha256 667441df2411db4c085ec6981d8c9c5f55578debc02a389a2f4df9283df775ae (43 paths), base f529cf485, packet agents/rocko/work/queue-122/r1/.

Rebuild: a fresh worktree at f529cf485 with build.patch applied. Every manifest hash matched, git diff --check was clean, and the added lines have no dash, curly-quote or control characters.

Findings (blocking)

F1. Base drift on nine paths. Row 119 landed as 94e41ae29 and changed all nine paths this candidate also edits: packages/business/README.md, examples/mosaic-stack.example.json, tests/business.test.mjs, tests/chief-of-staff.test.mjs, tests/helpers.mjs, tests/resolve.test.mjs, packages/cli/tests/launcher.test.mjs, packages/harness/tests/pi-session.test.mjs and packages/webui/tests/reads.test.mjs (git diff --stat f529cf485 94e41ae29: 199+/129-). Round 2 needs to rebase on the post-119 head and rerun the whole gate there.

F2. The migration doesn't map the post-119 organization. migration-map.json, jason-migration.patch.json, the example and the fixtures all assume launch.by "pm" with no chief or assistant. After 119, the file has launch.by "chief", and chief (definition: chief-of-staff) and assistant both inherit their model.

I confirmed this in code. The fixture was 94e41ae29's example, renamed mosaic-stack.json, with placeholder botIds and rotateBy dates filled in so it validates, and with 94e41ae29's roles/ as --roles-dir. With the shipped map, scripts/mosaic limits migrate exits 2: "unknown inherited model mapping for chief; name it in instances". The input's sha256 and mtime were unchanged.

What round 2 must show: the migration maps every instance in the post-119 shape, chief and assistant included, with launch.by "chief". A test runs it against a fixture of Jason's file after the 119 entry and checks that it prints a valid document the post-122 validator accepts. jason-migration.patch.json and MIGRATION.md need the same update. Decision 144 still applies: nothing edits Jason's file.

F3. Migrate can't check an inherited model. In migrate-launch.mjs:16-27, when an instance has no vars.model, old is undefined, so the "changes the external model" refusal (line 21) never runs. In the launchable loop, line 25 sets old to selected.model, so the family check compares the mapping with itself and always passes. limits migrate takes no system config, so it can't see the model those instances actually run.

After 119, chief is both inherited and launch.by. To check this I added chief: opus, assistant: sonnet to the map: it printed a valid document. Any other pair would print one too, and nothing checks the choice against what chief and assistant run today. That breaks the brief's "preserves values" and Sage's "refuses any mapping that widens capacity" for exactly the instances 119 added.

Fix: either read the inherited system model read-only and apply the same equality refusal, or refuse an inherited launchable instance unless the human states its current external model. Add a test where a wrong inherited mapping refuses.

F4. Two stale comments in code (they're .mjs, so decision 137 doesn't apply):

  • packages/business/src/business.mjs:3 still says the stack "never writes" the organization file.
  • packages/business/src/vocabulary.mjs:84-85 still describes the family ceiling that this row removes, with nothing under it.

F5. Readability of the trusted write path. The new modules are written as dense single lines, unlike the code around them:

File Lines Lines over 200 chars Longest line (chars)
organization.mjs 37 10 759
migrate-launch.mjs 36 5 438
launch-settings.mjs 21 4 529
launch.mjs 29 5 331

For comparison, business.mjs has 1 line over 200 in 199 lines. settingsSend in serve.mjs:156-164 has the same problem. This is the lock, recovery and human-proof boundary, and the format makes it hard to review and to diff in later rounds. Please reformat it in the style of business.mjs and busSend. Behaviour shouldn't change, so the mutants should still be killed.

Checked and sound

  • One write path. limits/limits.set in broker.mjs refuse without s.human ("human-required"), use strict keys, and pass s.human as the actor. Neither the payload nor the CLI supplies an actor. The CLI's view and set go through the human transport. Settings POST calls limits.set only through settingsWrite. migrate writes to stdout only and refuses --business.
  • Lock and recovery. organization.mjs uses an mkdir lock with the owner's pid. A live owner gives busy; a dead owner or no owner gives uncertain (operator confirms). It checks the revision, opens with O_NOFOLLOW and requires a regular file the user owns. previous.json and the temporary file are durable, the log records "prepared", the hash is checked again before the rename, the directory is synced and the log records "committed". While a prepared entry is pending, read refuses, and so does recovery when the hash matches neither side.
  • Re-read and counts. The launcher reloads the business on every check and checks again after checkout. Counts are exact (provider, model). The tests cover unset, 0, at limit and over limit for each scope, plus aliases sharing one count.
  • POST checks. settingsSend repeats every send check: named Host, auth header, exact Origin, sec-fetch-site: same-origin, the 16 KiB cap, strict keys and a 64-hex revision. I suspected that a JSON null, number or string body would throw at Object.keys; a probe returned 400 for all three, so that is not a finding.
  • Browser form tests. They ran in Rocko's gate: gate/pkg-webui.log:102 shows "Settings form shows every scope and held role...", 112/112, 0 skipped.

Note (non-blocking)

runtime.mjs:40 calls recover() at bus start, inside startBroker's try. An uncertain transaction therefore stops the whole bus from starting, not only organization writes. That is fail-closed and may be intended. If it is, please say so in the design note or README and add a runtime test for it. If writes alone should refuse, scope it that way.

What I ran and what I took from receipts

I ran, as single files with TMPDIR set and Docker disabled:

Test file Result
webui settings-write 3/3
business launch-settings 8/8
cli limits 2/2
cli launch-limits 1/1
bus limits 2/2

I also ran the null-body probe and the migrate fixture runs described in F2 and F3.

From Rocko's receipts, not rerun by me:

  • the full gate: 13 steps at exit 0 in gate-run-final.log;
  • the settings-form browser test;
  • 33 of 33 mutants killed in MUTANTS.md, including 17-reread-every-launch.

I ran no gate or mutants while Sage's slot was in use.

Row 122 round 2 review (Filbert): approve

Candidate: manifest sha256 00b84e311475f97ced0d9a9599fba23a28442971ed15d8d489d9422d84a8812e (44 paths), base 0afbd818e (post-119), packet agents/rocko/work/queue-122/r2/ in 4b6e50636, logs in 2fd2ad84f.

Rebuild: a fresh worktree at 0afbd818e with the r2 build.patch applied. Every manifest hash matched and git diff --check was clean. The added lines have no dash, curly-quote or control characters. No commit from 0afbd818e to HEAD touches a manifest path.

Round 1 findings

Finding Status How I checked
F1 base drift Fixed Rebuilt on 0afbd818e. BUILD.md describes the merge for each of the nine paths.
F2 post-119 mapping Fixed My fixture run below. limits.test.mjs:30 runs the exact 94e41ae29 example and a Jason-shaped fixture, and validates both outputs.
F3 inherited models Fixed An inherited instance now uses the system execution.provider and execution.model and must match both. The family check uses the previous model, so it's no longer self-referential.
F4 stale comments Fixed business.mjs:1-3 names the trusted writer. The old family-ceiling comment in vocabulary.mjs is gone.
F5 dense code Fixed organization.mjs, migrate-launch.mjs, launch-settings.mjs and launch.mjs have no line over 120 characters (longest 117). The broker limits block is readable.

On the round 1 note: runtime.mjs no longer calls recover() at start. Recovery runs only inside write, under the lock. read validates the whole document and ignores receipts. bus limits.test.mjs:24 covers this: after an interrupted write and an outside edit, the bus starts, limits reads 12, and limits.set refuses with organization-uncertain without changing the bytes. That matches Sage's ruling.

My migrate fixture runs

This used the 94e41ae29 example renamed mosaic-stack.json, with placeholders filled in. pm, cto and reviewer were set explicitly to claude-opus-5-5 and coder to claude-sonnet-5-5. The runs used the shipped migration-map.json, the post-119 roles from the test fixture and a temporary config, never a real one.

Case Result
A. MIGRATION.md step 1 shape (chief and assistant explicit opus), config path missing Prints a document the post-122 validator accepts. No config read, no bus contact. Applying jason-migration.patch.json to the input gives exactly this output.
A2. Output from A run through migrate again Same document (idempotent)
B. chief and assistant inherited, system config anthropic / opus Valid; chief and assistant map to opus
C. B with system model sonnet Refused: "changes chief's inherited provider/model"
C2. B with system provider openrouter Refused, same message
D. B with the config file missing Refused: "system config problem (mosaic-config exit 3)"
E. A with coder mapped to opus Refused: "changes coder's external model"
F. A with launch.by pm Refused by the role check

In every case, the input bytes and mtime and the config bytes were unchanged.

MIGRATION.md and the combined window

The order is right: the 119 entry, then the print-only conversion, then Jason's install, then the re-pin in the same Mos window with the PM idle. Steps 1 and 3 agree with the patch: chief and assistant get explicit models in step 1, so every replace path in the patch exists. The command must run from the new copy with --roles-dir roles, and the doc says so. The writer accepts a 0644 installed file; it refuses only group- or world-writable files.

I approve the window plan going to Mos with two additions. Both are decision 137 doc-only: grep -rlF MIGRATION.md packages/*/tests scripts/test-*.sh finds no file. Sage can add them to the Mos message without a new round.

Doc-only, follow-up:

  1. Backup and rollback. Before step 1, Jason keeps a copy of the current organization file. If step 2 refuses or the window stops before the re-pin, he restores that copy before the window closes. After step 1, the old live copy may not accept the file.
  2. Nothing in between. No bus or Console restart and no launch happens between step 1 and the re-pin. The old code can't read the converted schema, and the new roles refuse launch.by pm.

Notes (non-blocking)

  • limits.test.mjs:32 reads the example through git show 94e41ae29, so the test needs the repository history. stack-copy.test.mjs already depends on git in the same way, so this is consistent.
  • serve.mjs has one added line of 207 characters (the settings model check). It isn't on the write path.
  • If a write fails before the rename, the .<id>.<tx>.tmp file stays in businesses/ after recovery marks the write aborted. Nothing lists that directory, so it's harmless.

What I ran and what I took from receipts

I ran, as single files with TMPDIR set and Docker disabled:

Test file Result
business launch-settings 8/8
business business 15/15
business chief-of-staff 10/10
business assistant 7/7
cli limits 3/3
cli launch-limits 1/1
bus limits 3/3
webui settings-write 3/3

I also ran the fixture cases A to F above.

From Rocko's receipts, not rerun by me:

  • the full gate: 23 suites at exit 0 in gate-run-final.log and gate/results.json, release and task included. The settings-form browser test is at gate/pkg-webui.log:102, 112/112.
  • 38 of 38 mutants killed in MUTANTS.md.
  • the launcher.test.mjs case that starts the first chief over uncertain receipt evidence (in pkg-cli; BUILD.md says no live process is involved).

The pre-merge pkg-business assertion failure is kept in gate/ and disclosed in BUILD.md; the whole gate was rerun after it.

I took no slot.

Landing still needs Mos's go (decision 123). Decision 144 still applies: nothing edits Jason's file.

BUILD.md describes the merge for each of the nine paths. | | F2 post-119 mapping | Fixed | My fixture run below. limits.test.mjs:30 runs the exact 94e41ae29 example and a Jason-shaped fixture, and validates both outputs. | | F3 inherited models | Fixed | An inherited instance now uses the system `execution.provider` and `execution.model` and must match both. The family check uses the previous model, so it's no longer self-referential. | | F4 stale comments | Fixed | business.mjs:1-3 names the trusted writer. The old family-ceiling comment in vocabulary.mjs is gone. | | F5 dense code | Fixed | organization.mjs, migrate-launch.mjs, launch-settings.mjs and launch.mjs have no line over 120 characters (longest 117). The broker limits block is readable. | On the round 1 note: runtime.mjs no longer calls `recover()` at start. Recovery runs only inside `write`, under the lock. `read` validates the whole document and ignores receipts. bus limits.test.mjs:24 covers this: after an interrupted write and an outside edit, the bus starts, `limits` reads 12, and `limits.set` refuses with `organization-uncertain` without changing the bytes. That matches Sage's ruling. ### My migrate fixture runs This used the 94e41ae29 example renamed `mosaic-stack.json`, with placeholders filled in. pm, cto and reviewer were set explicitly to claude-opus-5-5 and coder to claude-sonnet-5-5. The runs used the shipped migration-map.json, the post-119 roles from the test fixture and a temporary config, never a real one. | Case | Result | |---|---| | A. MIGRATION.md step 1 shape (chief and assistant explicit opus), config path missing | Prints a document the post-122 validator accepts. No config read, no bus contact. Applying jason-migration.patch.json to the input gives exactly this output. | | A2. Output from A run through migrate again | Same document (idempotent) | | B. chief and assistant inherited, system config anthropic / opus | Valid; chief and assistant map to opus | | C. B with system model sonnet | Refused: "changes chief's inherited provider/model" | | C2. B with system provider openrouter | Refused, same message | | D. B with the config file missing | Refused: "system config problem (mosaic-config exit 3)" | | E. A with coder mapped to opus | Refused: "changes coder's external model" | | F. A with launch.by pm | Refused by the role check | In every case, the input bytes and mtime and the config bytes were unchanged. ### MIGRATION.md and the combined window The order is right: the 119 entry, then the print-only conversion, then Jason's install, then the re-pin in the same Mos window with the PM idle. Steps 1 and 3 agree with the patch: chief and assistant get explicit models in step 1, so every `replace` path in the patch exists. The command must run from the new copy with `--roles-dir roles`, and the doc says so. The writer accepts a 0644 installed file; it refuses only group- or world-writable files. I approve the window plan going to Mos with two additions. Both are decision 137 doc-only: `grep -rlF MIGRATION.md packages/*/tests scripts/test-*.sh` finds no file. Sage can add them to the Mos message without a new round. **Doc-only, follow-up:** 1. **Backup and rollback.** Before step 1, Jason keeps a copy of the current organization file. If step 2 refuses or the window stops before the re-pin, he restores that copy before the window closes. After step 1, the old live copy may not accept the file. 2. **Nothing in between.** No bus or Console restart and no launch happens between step 1 and the re-pin. The old code can't read the converted schema, and the new roles refuse launch.by pm. ### Notes (non-blocking) - limits.test.mjs:32 reads the example through `git show 94e41ae29`, so the test needs the repository history. stack-copy.test.mjs already depends on git in the same way, so this is consistent. - serve.mjs has one added line of 207 characters (the settings model check). It isn't on the write path. - If a write fails before the rename, the `.<id>.<tx>.tmp` file stays in businesses/ after recovery marks the write aborted. Nothing lists that directory, so it's harmless. ### What I ran and what I took from receipts **I ran**, as single files with TMPDIR set and Docker disabled: | Test file | Result | |---|---| | business launch-settings | 8/8 | | business business | 15/15 | | business chief-of-staff | 10/10 | | business assistant | 7/7 | | cli limits | 3/3 | | cli launch-limits | 1/1 | | bus limits | 3/3 | | webui settings-write | 3/3 | I also ran the fixture cases A to F above. **From Rocko's receipts, not rerun by me:** - the full gate: 23 suites at exit 0 in gate-run-final.log and gate/results.json, release and task included. The settings-form browser test is at gate/pkg-webui.log:102, 112/112. - 38 of 38 mutants killed in MUTANTS.md. - the launcher.test.mjs case that starts the first chief over uncertain receipt evidence (in pkg-cli; BUILD.md says no live process is involved). The pre-merge pkg-business assertion failure is kept in gate/ and disclosed in BUILD.md; the whole gate was rerun after it. I took no slot. Landing still needs Mos's go (decision 123). Decision 144 still applies: nothing edits Jason's file.
