Vikunja P19 task 314, Q167 (the Stack runs from a north star).

classify (packages/business/src/resolve.mjs line 99) and
#classification (packages/bus/src/broker.mjs line 447) make anything a
role isn't granted "gated", and decision.raise routes gated to the human
(line 1036). GATED_ONLY holds policy.change and prd.approve, which caused 9
of the 16 decisions sent to Jason on 2026-10-15.

Row 139 round 1 review (Filbert): approve

Candidate: manifest sha256 5657702e1e255164e41cb57d32487146e28ed935eb3d3eb19812e1c95d78d0a5, 8 paths, base 5661bd233, packet agents/dewey/work/queue-139/ in 62f354746 (request comment 28772). Brief: docs/plans/2026-10-15_q167-rows-r3.md at b2a2d741c.

I found no defect. Every test the brief asks this row for is there, and the REQ-LAND-1 refusal is correctly left to row 137 under the b2a2d741c carry rule. The notes below don't block.

Rebuild

  • A fresh worktree at 5661bd233. build.patch is a plain diff, so I applied it with git apply --index.
  • All 8 manifest hashes matched, and git diff --check was clean (8 files, +255 -40).
  • The added lines have no dash, curly-quote or control characters.
  • No commit from 5661bd233 to refactor HEAD touches a manifest path. The commits since the base are the brief re-pin, the queue revisions and Dewey's packet and SESSIONS line.

Brief tests, each found

  • Each hard wait: bus hard-waits.test.mjs routes all eight to the human uncited, cited, and cited with a domain, and the arbiter's resolve is refused human-required.
  • REQ-WAIT-2: the broker refuses a business granting any hard wait within-role or cross-role (invalid-authority), and accepts the four actions that left.
  • A cited merge raised by merge-gate goes to the technical arbiter, and the arbiter resolves it.
  • An uncited gated raise goes to the human, for each of the four actions that left.
  • A stale citation refuses stale-spec and an unconfirmed one spec-unconfirmed, with no decision written.
  • land-work: not-human:arbiter-cross and not-human:arbiter-cited in scripts/test-land-work.sh.
  • The coder land-refusal test rides with the REQ-LAND-1 refusal. Row 137 has not landed (git log 5661bd233..HEAD holds no land code), so row 137 carries both as the brief says. Sage checks this at each landing, and if 137 lands first this row needs a round 2.

What I checked and found correct

  • Routing. HARD_WAITS is ACTIONS minus the explicit ROUTED set, so a new action is a hard wait by default (REQ-WAIT-3), and the business vocabulary derives GATED_ONLY the same way. The test pins both lists equal.
  • Consumers. Gated authority is spent only through authorize() (tasks verbs.mjs and runtime.mjs for role.launch) and the broker's own paths. Nothing consumes git.merge.protected today, so leaving the REQ-LAND-1 refusal to row 137 opens no live path.
  • Arbiters. The business validator requires arbiters (business.mjs lines 150 to 158), so b.arbiters[domain] always reads a declared role. An arbiter raising its own cited decision falls back to the human, and a test pins that.
  • Dewey's point 3 (REQ-WAIT-2). The list lives in code that changes only by reviewed commit, and both the validator and the broker refuse a hard-wait grant. I agree that this meets it.
  • Dewey's point 2. A cited role.launch going to the arbiter is what REQ-DEC-2 says.
  • Dewey's open question, force push. The host already refuses one: packages/seat/src/working.mjs line 201 refuses non-fast-forward. The PRD 1.5 tech note says the same, and REQ-WAIT-1 makes any future path a hard wait.
  • Docs. The bus and business READMEs match the code and the test strings.

Notes (non-blocking)

  1. Dewey's point 1, role.revoke within-role. I agree. PRD 1.5 line 343 lets role.revoke leave the lists, and the broker still requires a decision id on the decision path. A within-role grant would close that decision on raise, so a holder could revoke without anyone approving. No shipped role is granted it. Sage may want the PRD or a later row to say whether a within-role role.revoke grant is meant to be allowed.
  2. The assistant can now be revoked on an arbiter's approval. END_PROTECTED (broker.mjs line 127) is checked only on the reason path at line 1151. The decision path has no such check. Before this row, revoking the assistant needed the human. Now a cited role.revoke targeting the assistant can be approved by the arbiter. The PRD allows it as written; I'm naming it so it's a choice, not an accident.
  3. Follow-ups Dewey lists (the roles/pm.md and chief-of-staff.md contract text, the harness raise_decision description) are outside this row's files.

What I ran and what I took from receipts

I ran, as single files on the candidate with Docker disabled and TMPDIR set to scratch, all with 0 fail and 0 skipped:

Test file Pass
bus hard-waits 7
business hard-waits 3
bus approval-binding 6
bus broker 16
bus tester 11
bus single-use 12
bus chief-of-staff 13
bus requirements 3
bus decision-close 8
bus messaging 13
bus replies 7
bus threads 14
bus agents 11
bus spec 4
bus spec-socket 6
bus decision-route 5
bus message-citation 3
bus decisions 7
bus project-runtime 3
business role 14
business record-grants 1
harness tools 18

I did not run scripts/test-land-work.sh (a suite), any mutant or any gate, and I took no slot.

From Dewey's receipts, not rerun by me:

  • The gate: every scripts/test-*.sh rc=0 between 18:28:41Z and 18:31:11Z, bus 301/301, business 112/112, with both new land-work variants exiting 2 not-human.
  • Mutants m1 to m5 all killed (mutants-summary.txt).
## Row 139 round 1 review (Filbert): approve Candidate: manifest sha256 `5657702e1e255164e41cb57d32487146e28ed935eb3d3eb19812e1c95d78d0a5`, 8 paths, base 5661bd233, packet agents/dewey/work/queue-139/ in 62f354746 (request comment 28772). Row 139 round 2 review (Filbert): approve

Candidate: manifest sha256 a4c5657ff69ef0665285e4c2095858346f2d325d454c6fa99edd999633dcd0f0, 14 paths, patch sha256 a5f21ead8195382fbf21da0ee8f66b794329c4b7f8737fa942ccd6c219524e3f, base 5661bd233, packet agents/dewey/work/queue-139/ in c83ee5d82 (request comment 28783). Brief: docs/plans/2026-10-15_q167-rows-r3.md at blob 6805904555.

I found no defect. All five Q169 points hold in the code, and the four tests the brief names for Q169 are there, plus a fifth. The notes below don't block.

Rebuild

  • A fresh worktree at 5661bd233. build.patch is a plain diff, so I applied it with git apply --index.
  • All 14 manifest hashes matched, and git diff --cached --check was clean (14 files, +418 -62).
  • The added lines have no dash, curly-quote or control characters.
  • No commit from 5661bd233 to refactor HEAD touches a manifest path.

Against my round 1 approval (manifest 5657702e)

I rebuilt round 1 from 62f354746's build.patch and compared the two trees path by path.

  • Unchanged: bus spec-fixtures.mjs, business README, vocabulary.mjs and hard-waits test, and scripts/test-land-work.sh.
  • Changed: bus broker.mjs, bus hard-waits test and bus README. The broker diff is only #hardWait, #protectedEnd, the target passed to #classification, and the two call sites. Nothing else in the broker moved.
  • New: the PRD, bus chief-of-staff test, harness README and runner test, and tasks requirements.json and its test. These are the three groups Sage accepted in sage-0539.

The five Q169 points

  1. The chief of staff's end of the assistant passes; its own run stays refused. On the reason path the own-run refusal still runs first (a.role === s.role), then #protectedEnd(s, a.role), which returns for a caller whose definition is chief-of-staff (STAFF_TO). Q169 test 1 and chief-of-staff REQ-COS-1 pin both. lead, granted role.end, is refused role-end-refused, and no action.allowed is written, because the reason path's #consumeAuthority runs in the caller's transaction.
  2. A revoke citing a human-resolved decision passes. #protectedEnd accepts r.via === 'cli'. decision.resolve writes cli only when s.human, and #human (line 304) requires via 'cli' and outsideAgent. A tester can't resolve (TESTER_VERBS). The only resolve caller outside the broker is packages/cli/src/cli.mjs; the WebUI doesn't resolve. So via 'cli' means the human. Q169 test 3 pins it.
  3. Every other role's revoke of the assistant is refused, including an arbiter-resolved cited raise. #hardWait makes the raise gated and keeps it from the arbiter, cited or not, for any raiser and any grant (Q169 tests 2 and 5). #checkAuthority also runs #protectedEnd after decision-not-approved, so an arbiter's resolution recorded via 'broker' is refused even if the target became the assistant after the raise (test 2, the second Broker on the same store). d.class !== cls recomputes the class at use, so a decision raised cross-role before this row no longer matches either.
  4. Any other cited revoke routes by REQ-DEC-2. #hardWait is false for a target outside END_PROTECTED, so arbitrated is unchanged from round 1. Q169 test 4 goes gated to reviewer and executes {revoked: true}; test 5 covers cross-role and within-role grants.
  5. PRD 1.6 records Q169 as Jason's ruling. The status line moves to 1.6, and a 1.6 source block quotes Q169 word for word as Sage gave it (I can't read the brain repo it cites). REQ-ROLE-2, REQ-ROLE-4 and REQ-WAIT-1 gain text, and the 1.6 notes record where each 1.5 text ended, the same pattern 1.5 used for REQ-DEC-2. No earlier version's text was changed. Mos's two REQ-ROLE-2 sentences (sage-0545) match the code: the chief's end consumes role.end, which is routed, so it needs no decision; #hardWait reads the target, not the raiser, so the chief's revoke is a hard wait too.

Also checked: tasks requirements.json is at 1.6 with the same 58 ids, and its test matches the PRD status line. The harness runner and README changes follow from the chief's end now reaching not-held. In the broker diff, #hardWait reads roles[target]?.definition, so a missing or odd target falls through to "not protected" without throwing.

Notes (non-blocking)

  1. Dewey's gap: no test raises a revoke of the assistant as the chief. I agree it doesn't block. #hardWait has no raiser branch, and the chief exemption in #protectedEnd is one line shared by both paths, so m7 kills it through test 1. Row 155's brief (b05de8258) now adds that test and refuses a writer that gives another instance a definition in END_PROTECTED, which closes the window Dewey names (a chief-raised, arbiter-resolved revoke passing after the target became the assistant).
  2. The status line doesn't say who approved the 1.6 wording. Each earlier version names its approval; 1.6 names Jason's ruling and says nothing about the text. Per sage-0545, Mos approved it. Nothing the line says is false, so I'm not counting it as a finding, but Sage may want the approval on the record in the next version.
  3. Assistant execution still refuses not-held and decision-mismatch until row 155, as the PRD notes, the README and the tests all say. The harness end_run description (tools.mjs:158) is stale, outside this candidate; row 155 owns it (sage-0539).
  4. business classify (resolve.mjs) takes no target, so the WebUI's per-action authority view can show role.revoke as within-role or cross-role for a granted role, where the broker makes a revoke of the assistant a hard wait. It routes nothing. Dewey lists it.

What I ran and what I took from receipts

I ran, under the slot Sage gave in sage-0552, each file singly on the candidate from 19:21:10Z to 19:21:30Z, with Docker disabled and TMPDIR set to scratch. All had 0 fail and 0 skipped:

Test file Pass
bus hard-waits 12
bus chief-of-staff 13
bus requirements 3
bus broker 16
business hard-waits 3
harness runner 24
tasks requirements 3
round 1 bus hard-waits (control, on my round 1 rebuild) 7

The control shows the round 1 file had the 7 tests, so the five Q169 tests are additions. I ran no suite, gate or mutant.

From Dewey's receipts, not rerun by me (r2/gate/summary.txt, r2/mutants/summary.txt, BUILD.md):

  • The gate: all 14 runs rc=0 from 19:06:10Z to 19:08:58Z, including land-work 86 passed with both not-human cases, bus 306/306, business 112/112, harness 105/105 and tasks 97/97.
  • Mutants m1 to m9 all killed, from 19:09:11Z to 19:10:46Z.
  • After the sage-0545 sentence edit, bus and tasks requirements 3/3 each at 19:15:11Z.

Landed on refactor as 63c82f1c4 (pushed 19:30:43Z, range eff8417b6..63c82f1c4), Dewey round 2 candidate a4c5657f on 5661bd233, rebased onto 8986f41aa. Filbert approved round 2 (28786). Sage gate on 26b78d483 plus the candidate: 25 steps, all rc 0 (15 packages, 10 script suites), 19:23:57Z to 19:28:28Z. The rebase added only a docs/SESSIONS.md line, which no test reads. Queue rev 1586, row 139 done.

Live state: not live. The running stack is still copy 3190ad762. A re-pin and the SMOKE.md run need Mos's go. Row 137 round 3 carries the gated-merge refusal and the host land op's arbiter acceptance. Assistant-run execution and configuration are row 155 (#1649).
