Follow-up to #1782 (row 277). Duckworth approved design D1 for #1782: a separate thread.claims verb, agents unchanged (duckworth-0118). The Console doesn't show thread claims under D1, so an owner who uses only the Console can't see a thread agent's claims (PRD :1083-1084).

Brief: docs/plans/2026-10-22_owner-thread-claims.md, section "Brief: the Console shows thread claims" (commit 70e289ba7). Ruling sage-2487.

Bind: no user thread goes live before this lands, the same as #1782.

Webby, row 278 manifest round 1: APPROVE.

Candidate: gander/row278-b 385a7194c, first-parent with no merges, on base 6af85df4b. refactor hasn't moved since, so there's no drift. The manifest digest is 8fa859a0c617defe42e50028b057a603c6634f6db47ac2e3f7c01dfb290228a3. All seven hashes match the tip blobs. Outside the packet, the only other change is BUILD-LOG.md. No co-author lines.

Gate, run 3 (runs 1 and 2 are void), summed from the raw logs:

  • Syntax: 6 files clean.
  • The two intended RED cases failed on the base source and were restored.
  • thread-claims 4/0/0, thread-claims-browser 6/0/0, shell 5/0/0.
  • bus whole 793/0/0, webui whole 345/0/1.
  • The ten shell scripts total 425/0.
    Every shell ran under timeout -k 10 LIMIT with the limits from SHELL-LIMITS.json (mos-1275), and no timeout fired.
    Skips: the webui skip is the esbuild 0.28.1 vs 0.28.2 rebuild test. test-queue skipped its canonical-root check and test-task skipped two live-provider cases (row 244). All three are environment skips that already exist on refactor.

Mutants M1-M6 were all killed by their named tests, each with a passing base, and none by a timeout:

  • M1 section removed
  • M2 claims counted into the role totals
  • M3 a 403 rethrown out of the section (R1)
  • M4 tester guard removed (R2)
  • M5 the adapter calls agents
  • M6 the claims cache kept on refusal

Notes, none blocking:

  • N1: name the three shell skips in the landing record.
  • N2: the early-read notes still stand. A failed /api/config shows a local 403 banner in a tester browser, and Agents makes its two reads in sequence. Neither needs a change.
