The creative role files declare gitea with SEAT_SCOPES, the scopes the Gitea
grant mints. The chief declares read scopes only, so #giteaRole refuses it
with gitea-not-declared until row 287 mints its declared scopes.
library.write is not yet routed: it waits on PRD 1.16 (row #1796 ), and the
fixture change waits on Mos's mos-1272 rulings. Nothing here has run.
