Brief: docs/plans/2026-10-24_model-proxy-rows.md section "Brief: P5 usage plug-in and per-key limits" (commit 7fe32d722). Design: docs/plans/2026-10-24_stack-model-proxy.md (9a50f082f), approved with changes in mos-1600. Vikunja 237. No agent reads a real <configDir>/secrets/proxy-management.key or anything under a real <dataRoot>/proxy/; the 8317 host proxy is never touched.

Landed on refactor at 1ff45c4ad (fast-forward from 8cf2eda9f, pushed 01:59Z 2026-11-03). Merge of R4 tip 9c2f391a9: R1 to R4, 14 commits. Review: GPT re-review APPROVE on R4 (bus 1397/0, plugins 132/0, business 295/0, webui 499/0; mutants M1 to M4 killed). Full landing gate green on the first run: every package (cli 1106/0/1, the skip is FED R7 covered by the federation acceptance script), every scripts/test-*.sh suite, bus 1397/0. Follow-ups tracked in Vikunja: #783 (failed lineage lookup keeps a removed orphan's id, warning dedup only), #779 (join P3s), #778 (finding 6), #782 (probe-then-bind test ports). Closing.
