Candidate manifest 8b4ab31014a124ec0e3abba44238976d6f4c9af48cbdb36c2c77d18f0137f888
from Darkwing's round 2 packet (0a4076e8e), on BASE 1223a0f37. No
manifest path changed between BASE and the landing target. Filbert
approved round 2 in 28468, closing C1 and D1 from round 1 (28464).
Sage reran the full gate at the landing target with the candidate
applied. The replay acceptance follows ruling sage-0204.

Decision 142 records the PRD 1.2 approval, Mos's rulings on choices 6 to
9, the token-unit draft position, the sage-0188 proxy facts and 9b left
unfiled. The brief file holds one section per build row, steps 2 to 11
with 9a and 9c split out, each tied to its Gitea issue.

Darkwing asked how land-work reads the decision. The Console's path is
human-only (human-cli refuses agent environments, #225), so the
conductor can't use it. land-work now opens bus.sqlite readOnly, runs
SELECTs only and refuses bus-schema on a digest mismatch. The brief
records what f71c73c9 holds: task_ref is null, the raise's target and
approvalChoice give the branch and the merge option, and the work ref
comes from the question. agents/sage/work/row116/live-rows.json holds
the live rows for the replay fixtures.

Revs 1142-1144 are Darkwing's (row 117 start and in-review), 1145 is
Dewey's approval; the rest are Sage's.

Jason's 17:16Z rulings, relayed by Mos: the #271 CI steps (Vikunja
#273-#278) and Q143. Decision 137 is the reviewer rule for Vikunja #279;
the queue README's verdict paragraph points to it.

Filed at Mos's request after the PRD v1.1 merge. The slice is conductor-only:
push and any stack-role landing authority stay out of scope.

Mos asked on 2026-10-14 for the connector unit to follow row 85's rule.
install --copy, status names the copy, check --offline, tests and docs.
The live repoint waits for Mos's go after the SetSpark freeze lifts.

Two fail-closed refusals stop every full weekly ledger run: T3's new
role 'reasoning' summary rows, and more than 50 issues updated since
the week's start. Owner darkwing after row 112, reviewer filbert.

Darkwing's start and in-review revs 1103-1105, Sage's round 1 record
1106 (approve, comment 28377) and note 1107 recording its replacement
by changes in comment 28378.

Role sessions can reach broker.sock, so "no proof" is withdrawn. tester-cli
shim, path-bound, own nonce; verifyTester in tester.mjs; verifyHuman unchanged;
the real bwrap case must run, not skip.

bus.tester business var, default false; tester socket field with no proof,
refused on role- or reader-bound connections; tester reply address; the
"never Jason's instruction" line in turnRequest() after row 109 lands.

1047-1048 Sage: row 106 after none, with a note. The note's time reads "22:2xZ", a placeholder Sage left in. The actual time is in SESSIONS.
1051 Sage: row 104 attribution note (Dewey's 28293 posted under jarvis, confirmed as dewey in 28294).
1052 Sage: row 104 done. The landing note was refused for length, so 0069949ff and #1598 comment 28298 are the landing record.
