gosalyn: PRD 1.15 rewrites REQ-LIB-6 to Q223 and Q226 (mos-1320 item 8): agents never write story and write .md files only in supporting folders a human marks, each as a commit by their own Gitea account with a notice she can revert, chat is free text, any citation is checked, and requireCitation is a human-only setting off by default. REQ-LIB-1 and REQ-LIB-2 gain supporting folders and the canon-cite rule. The 1.12 note's residual becomes the supporting-doc residual, and the 1.15 note records the old texts and lists REQ-LIB-3, 4, 5 and 7 as unchanged. requirements.json version 1.15 with three titles changed, and the test's version pin. The id count stays 85

Allowed by Mos in mos-1292 (copy mos-1294) on mos-1285's terms. The SELECT
reads actor_run, the expected row gets the run-name literal, and the three
callers pass `${name}-run`. Nothing else in the test changes. The old
expected row was:

DEFERRED.md gets a closing line on the entry naming row 269.
