Decision 91 amends 89: the bus pins ~/.local/bin/claude through
MOSAIC_CLAUDE_BIN, so the package upgrade is no longer needed for the
first PM launch. The brief covers two Rocko rows: tests for row 68's
surviving mutants, and dropping the coder's dead task.reassign grant.

BUILD-LOG entry and SESSIONS line: feat 390d437b, gate, the live read
(902b3d0e) and the follow-up row 71 (#1565).

install-19.mjs renames 57 done, 159 todo, 161 in-progress, 162 blocked,
adds 248 in-review and moves the default to 159; no task moved. Writes go
to /api/v1 (v2.7.0 405s bucket writes under /api/v2). create-33.mjs adds
#35 and #36 under #33. Records hold no secret; shares-read titles removed.

Jason accepted the draft 1 direction on 2026-10-10; the refined Relay
mark stays as a placeholder. Adds IMPLEMENTING.md (gap map against
row 40 and the bus/CLI modules, strings, boundaries, acceptance,
proposed rows for Sage), tokens.json and generated tokens.css using the
webui's existing names, icons.svg, and tools/build-tokens.mjs and
tools/check-design.mjs. Coverage statuses corrected against the code
(digest implemented; mosaic stop is row 41; priority and agent state
not in the bus reads). No packages/ change.

Dewey's four BUILD-LOG entries for row 40 (started, round 1, round 2,
round 3) and their three candidate manifests under
agents/dewey/work/queue-40/, plus my landing entry with the gate counts
and the Mr follow-up.

docs/design/ holds the preview page (brand, 13 console views in five
states, 13 terminal screens, 39-feature coverage with status), the
README spec and the Relay mark. Design only; no package code changed.
Open for Jason: default palette and mode, final mark, web resolution,
one mosaic app.

Jason asked for tasks.mosaicstack.dev operational with agents configured in it.
Sage backed it up, tested the restore, pinned 2.7.0 (infra PR #325) and ran
sections 2 and 3 through the API: owner id 4, svc-mosaic-stack id 5, project 32,
bots 6-10, scoped tokens to 2027-01-07. Probes pass. Scope is Mosaic Stack only
(Mos relaying Jason, his Q9 open). OIDC has been broken since a 2026-04-27
NetworkPolicy; infra PR #326 is with ops-01. BUILD-LOG also records the cert
renewal fix and the last-applied annotation slip.

Jason ruled that agents run the steps his admin grant to the jarvis
Gitea token covers. Sage created the four mosaic-stack bots (ids
114-117, restricted, non-admin), added them as collaborators (W/W/W/R),
and minted one scoped token each (ids 191-194). The tokens were written
0600 outside the repo. Scripts and receipt are in
agents/sage/work/gitea-setup/. The guide and SR brief now say who
runs which section. Sections 2 to 4 (Vikunja) stay with Jason.

Rocko's three BUILD-LOG entries (row 45 started, round 1 ready, round 2

Fixes the K1, K3 and K10 race: a child could get SIGTERM before it
installed its handler. Author: Darkwing. Reviewer: Dewey (approve,
comment 26873). BUILD-LOG landing entry with gate counts and the
correction to decision 72's probe claim.

The seats' uncommitted S2 to S3 entries land with row 38. Rocko's two S4
entries stay uncommitted until row 39 lands.

Controller, claim store, live-session guard, engine link and seal,
turn tracker, cohort force stop and recovery, client library,
transcript and mediated terminal, with the fake engine and tests.
Fixtures only; no live cutover.
Dewey built it. Darkwing (comment 26690) and Filbert (comment 26694)
approved round 2. Manifest I1-r2-manifest.sha256 (2b48e333, 27 files).
Suites on an export: conversation 152/152, control-board 124, webui 14,
seat 19, chat-00/01/01c checks, and all nine scripts/test-*.sh green.
Follow-ups for I3 are in DEFERRED. Gate E stays with Jason.

BUILD-LOG phases for the I1 build and the round-1 rework, and Dewey's
SESSIONS line. The candidate itself stays uncommitted until both
reviewers approve round 2.

Filbert approved round 1 (f167b85e). Manifest 782bcb62, 21 files, plus
the QUEUE.md markers and the TOOLS.md section. Lead decision 35.

test-foundation.sh and test-discord.sh ran a nested node --test that would
exit 0 on failure under a parent runner. Both clear the variable now, and
each has a check that fails the suite if it comes back. Darkwing wrote it,
Filbert approved it (e464be6c). Nine suites green on an index export.

packages/queue, scripts/queue-commit.sh, scripts/git-hooks and
scripts/test-queue.sh, plus docs/plans/BRIEF-TEMPLATE.md. There is no
queue.json yet, so verify skips until the genesis commit after A2.
Darkwing built it, and Filbert reviewed R0 (6933b885, changes requested)
and r1 (e464be6c, approved). The 20 files match manifest 85a8a453. The
nine suites passed on an index export, including the new queue suite.
test-queue.sh joins the suite list in AGENTS.md. Lead decisions 20, 23
and 26.
